WHAT YOU'LL DO:

The Financial Counselor works with Elica patients and prospective patients who want to use Sliding Fee Discount Program, CPE, EWC or insurance to visit Elica. The Financial Counselor understands precisely how to verify patient coverage so that Elica can bill properly for Medical, Dental, Behavioral Health. The Financial Counselor has knowledge of Medi-Cal eligibility requirements, navigating BenefitsCal, Healthcare Option, DHA and other local programs and is able to educate patients and prospective patients and assist them in their application and renewal process. The Financial Counselor is a part of the Resource Center, but works in close contact with the Eligibility Team. The Financial Counselor attends all meetings that apply to the eligibility processes to know all news and updates in their field to give feedback when working with patients. The Financial Counselor helps with projects when the Eligibility Team needs to contact patients, call patients, schedule in-person appointments to sign forms or other tasks.

Compensation - Dependent Upon Experience

$25.00 - $28.00/hr

WHAT ARE WE LOOKING FOR?

The successful candidate will be willing and able to:

• Tracks and  guides the patient until they are assigned to Elica or until the external program referral loop is closed;
• Contacts patients to assist in changing providers (at the patient's request, front-desk request, or eligibility team request);
• Contacts patients to assist in changing insurance groups and insurance statuses (at the patient's or PCP request via EPIC);
• Works with eligibility assistance referrals from internal departments;
• Assists patients in finding appropriate programs: assist patients in the completion of appropriate applications, portal registration, such as but not limited to those necessary to Medi-Cal application and other local programs; evaluates patient's documentation packets for program(s) applications readiness;
• Work with Resource Center visitors who are interested in being an Elica patient but do not have insurance or are assigned to another clinic but are interested in changing.
• Demonstrates cultural competency and adheres to non discriminatory practices by providing services in the patient’s language of preference either by interpreting or using third party interpretation services;
• Keeps accurate records, including daily logs and monthly success stories;
• Attends all job related trainings;
• Attends team and department meetings;
• Meets attendance requirements;
• Participated in community outreach activities;
• Other duties as assigned.

The successful candidate has:

Education and Experience

•  Associate's Degree or Equivalent
• Or a High School Diploma with Minimum three(3) years of experience in medical eligibility or front office clinic experience or coding and billing
• Experience in Community outreach
• Knowledge of
  • Knowledge of Health Information Portability and Accountability Act (HIPAA)
  • Local Health Plans/Programs
  • Payer portals such as DHCS, Availity, Health Net, TriZetto
  • DHA programs.

Essential Skills/Abilities: 

• Computer and technology skills
  • EPIC OCHIN preferred
  • Proficient with Microsoft Office and Google Workspace (Sheets, Docs, Email, Calendar, G-drive)
• Proficiency in Dari/Farsi is required
• Ability to maintain a high level of accuracy in preparing and entering information
• Analytical and problem-solving skills
• Ability to manage multiple projects and deadlines
• Self-starter and team player
• Enthusiastic, with a high degree of initiative
• Detail oriented.

Additional Requirements: 

• Must have a current and valid California driver’s license and the ability to provide proof of personal auto insurance on the vehicle driven during working hours.
• If selected for an employment opportunity with Elica Health Centers, external hires must provide proof of immunizations (Hepatitis B, MMR, Varicella & Tetanus), tuberculosis clearance, and proof of COVID-19 vaccination status* prior to their scheduled start date. • Potential Scheduled Hours:
  • Shifts scheduled between the hours of 7:30 am to 5:00 pm Monday through Friday 
  • 40 hours per week.
• Travel:
  • Occasional outreach events.

Physical Requirements and Work Environment

The work environment is characteristic of the healthcare facility environment. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit; use hands to handle or lift. The employee is also required to stand; walk; and reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus. The employee must also possess hearing and speech to communicate in person and over the phone. The noise level in the work environment is usually quiet to moderately loud; incumbent must be able to focus in an environment with many distractions. 

The employee may be in contact with individuals and families in crisis who may be ill, using substances and/or not attentive to personal health and safety for themselves or their homes. The employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and the lack of personal care. The employee may also be exposed to bodily fluids (blood, urine) and hazardous chemicals. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations.
