In this role, the employee consistently demonstrates strong leadership and technical expertise in managing multiple work units within the Ohio Department of Children and Youth (DCY). Under general direction, they effectively supervise unit supervisors and budget staff, ensuring that daily operations align with agency goals and fiscal requirements.
The employee provides critical support to the Senior Financial Manager by helping plan, direct, and coordinate key budget and fiscal activities. They show proficiency in developing, evaluating, and recommending budgetary policies, procedures, performance metrics, and long term fiscal objectives for the agency. This position will also manage and coordinate the Title-IVE cost reports for maintenance and administrative costs. Their guidance helps ensure accurate and timely analysis of subsidy and administrative budgets, across major DCY programs, including Medicaid, TANF, Family and Children Services, and Early Childhood Education, and Title IV-E.
They demonstrate advanced skill in coordinating the development, submission, and ongoing monitoring of DCY’s biennial budget. Their work includes preparing caseload projections, developing budget projection models, and managing administrative and subsidy estimates with high accuracy. They utilize both BEA and OhioBuys systems to coordinate budget submissions, review requisitions, and track allotments. Their ability to manage appropriation movement through OAKS, prepare controlling board requests, and oversee operating fund transfers supports the agency’s fiscal stability and compliance with state protocols.
Their monthly disbursement planning is consistently thorough, and they work collaboratively with budget and program staff to identify, explain, and resolve variances between actual and estimated expenditures. Additionally, they play a key role in reviewing legislative proposals, assessing fiscal impacts, and preparing cost analyses that inform DCY’s response to legislative changes. They remain attentive to legislative activity with potential budgetary implications for both DCY and its associated local agencies.
The employee supervises assigned staff with professionalism and fairness. They establish clear goals, evaluate performance, provide constructive feedback, encourage development opportunities, and handle leave and disciplinary recommendations appropriately. Their leadership fosters a productive and accountable work environment.
They successfully prepare quarterly Status Reports for executive staff and continuously review fiscal activities related to federal grants. They coordinate submission of federal budget estimates, analyze regulatory impacts, and collaborate with internal teams to ensure accurate federal reporting. In the absence of the Bureau Chief, they reliably act on budget related matters, demonstrating readiness and strong command of agency fiscal operations.
Overall, the employee performs at a high level, balancing complex fiscal responsibilities with effective team leadership. Their work supports DCY’s mission, enhances financial transparency, and ensures accurate management of state and federal resources.
Pay Information
Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. Location Requirements
DCY’s core hours of operation are Mon-Fri from 8\:00am to 5\:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7\:00am & as late as 9\:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.
