POSITION SUMMARY
This position provides systemwide oversight, review, and coordination of all MTA Construction & Development (C&D) capital contracts that impact the traction power and SCADA systems supported by the Power Control Center (PCC). The role ensures that all related project activities align with operational needs, technical requirements, and agency standards.
RESPONSIBILITIES:
• Ensure that all capital work aligns with operational requirements, power system constraints, and service delivery needs.
• Analyze, assess, and prioritize projects; validate operational feasibility; and determine when work should proceed or be deferred based on real‑time system conditions.
• Review multiple concurrent projects, including substation and circuit breaker house rehabilitations, ensuring alignment with the Capital Plan and minimal impact on train service.
• Review project profiles, baseline documents, technical specifications, and schedules, identifying conflicts with existing infrastructure or competing project timelines.
• Coordinate feasibility reviews with MTA C&D and ensure project issues are addressed promptly.
• Attend recurring project meetings, provide subject matter expertise on PCC operations, respond to RFIs, and track and follow up on action items.
• Ensure proposed methods of procedure, mitigation plans, and staging strategies adhere to PCC protocols, safety standards, and operational continuity requirements.
• Collaborate with engineering teams and field staff to validate operational impacts and readiness.
• Oversee transitions to new equipment or SCADA systems during live cutovers, ensuring proper safety practices, operational controls, and coordination with OCC, Power Operations, and field personnel.
• Track outstanding deliverables, coordinate resolution of deficiencies, verify that contractual work meets specifications, and support final acceptance activities.
EDUCATION AND EXPERIENCE:
1) Bachelor’s degree in public administration, economics, computer science marketing or engineering and a minimum of ten (10) years’ experience of which six (6) years must have been in a managerial/supervisory capacity - OR -
2) A satisfactory equivalent of education and experience.
DESIRED SKILLS
• Knowledge of NYCT and Subways rules, regulations, policies, and procedures related to electrical power maintenance and repair.
• Proficiency in interpreting and evaluating technical documents, including Methods of Procedure (MOPs), electrical schematics, and integration plans for SCADA and other control systems.
• Strong project management skills, including scheduling, resource allocation, and performance tracking, with emphasis on minimizing service disruptions and ensuring compliance with safety standards.
• Excellent verbal and written communication skills.
• Knowledge of rapid transit operations.
• Ability to make sound, timely decisions under pressure.
