Job Description - GIS & Data Manager



Introduction

University Research Co., LLC (URC) is seeking a GIS & Data Manager for anticipated U.S. Government-funded monitoring activities in Haiti. The GIS & Data Manager will be a member of the Haiti IMVA technical team and will lead the management, analysis, visualization, and presentation of monitoring data across the project portfolio.

The position will work closely with the Chief of Party, TPM Lead, Humanitarian and Health TPM Managers, field teams, and IT support to maintain reliable project data systems and provide the U.S. Department of State (DoS) with clear, timely information on monitoring coverage, findings, geographic patterns, evidence gaps, and follow-up actions.

 

Position Objective

The main objective of this full-time position is to manage the IMVA project’s monitoring data, GIS, and visualization functions and ensure that information generated through TPM activities is complete, reliable, accessible, and presented in formats that support project management and DoS decision-making.

Specific Tasks

The GIS & Data Manager will be responsible for the following key tasks:


  • Manage and maintain the project’s monitoring database and associated GIS and data systems.

  • Support the establishment and continued improvement of the project’s data architecture, workflows, and data management procedures.

  • Maintain accurate records of monitoring sites, activities, implementing partners, field visits, verification status, findings, issues, and follow-up actions.

  • Manage the project’s TPM Tracker and related portfolio monitoring tools to provide current information on planned, completed, postponed, and outstanding monitoring activities.

  • Integrate data collected through field and remote TPM activities into project databases and visualization tools.

  • Establish and apply data quality control procedures, including completeness, consistency, validation, duplicate checks, and reconciliation of information from multiple sources.

  • Produce and maintain GIS maps showing project locations, monitoring coverage, geographic gaps, access constraints, security considerations, and other information relevant to monitoring planning.

  • Conduct spatial and portfolio-level analysis to identify geographic coverage gaps, recurring findings, areas requiring follow-up, and trends across activities and implementing partners.

  • Develop and maintain dashboards and other data visualizations for internal management and DoS reporting.

  • Prepare maps, graphics, tables, and data summaries for TPM reports, periodic reports, briefings, and other project deliverables.

  • Support quarterly and other periodic site prioritization exercises by providing analysis of monitoring history, geographic coverage, previous findings, access, and other relevant factors.

  • Work with TPM managers and field teams to ensure that monitoring tools capture the data required for project analysis, GIS mapping, and reporting.

  • Support reconciliation and triangulation of monitoring information across field observations, interviews, document reviews, implementing partner records, and other available evidence.

  • Track verification gaps and outstanding follow-up actions and support project staff in maintaining current records of their status and resolution.

  • Coordinate with the IT Specialist during startup to configure and test the project’s data platform, dashboards, automated workflows, user permissions, and related technology.

  • Support appropriate use of AI-assisted tools for data management, analysis, synthesis, and reporting, with required human review and quality control.

  • Establish appropriate data access, storage, backup, confidentiality, and protection procedures in coordination with project management and IT support.

  • Provide training and technical assistance to project staff on data entry, GIS tools, dashboards, data quality procedures, and project information systems.

  • Document project data structures, processes, indicators, and standard operating procedures to support continuity and system maintenance.

  • Respond to ad hoc data, GIS, mapping, and analysis requests from project leadership and DoS.


Required Qualifications


  • Bachelor’s degree in GIS, geography, data science, statistics, information systems, computer science, monitoring and evaluation, social sciences, or a related field. A Master’s degree is preferred. An equivalent combination of education and relevant experience may be considered.

  • At least 5 years of relevant professional experience in GIS, data management, monitoring and evaluation, information systems, or a related field.

  • Demonstrated experience managing complex project or monitoring datasets.

  • Strong GIS and spatial analysis skills using ArcGIS, QGIS, or comparable platforms.

  • Demonstrated experience developing dashboards and data visualizations using Power BI, Tableau, ArcGIS, or similar tools.

  • Strong skills in Excel and experience with digital data collection and management platforms such as KoboToolbox, SurveyCTO, ODK, or similar systems.

  • Experience with database design, data integration, data cleaning, validation, and quality control.

  • Ability to translate complex data into clear maps, graphics, dashboards, and summaries for non-technical audiences.

  • Familiarity with AI-assisted data analysis or reporting tools is preferred.

  • Experience supporting monitoring, evaluation, research, humanitarian, public health, or international development programs is preferred.

  • Experience working in Haiti or with Haitian development or humanitarian programs is strongly preferred.

  • Professional proficiency in French required. English proficiency sufficient for technical coordination and reporting strongly preferred. Haitian Creole is an asset.
