Job Summary

The Lead Coordinator, GIS position supports the District through the development, maintenance, and application of geographic information systems (GIS), spatial data, and mapping resources. This position creates and maintains digital maps, spatial datasets, and visual exhibits in support of District planning, capital development, permitting, and asset management functions; also provides mapping and data services to other District departments. This role may also support the geographic components of the District’s enterprise asset management system.

Minimum Qualifications

• Associate’s degree or higher in GIS, geography, planning, environmental science, or a related field; OR equivalent combination of education and experience.
• Two (2) years of experience working with GIS software (Esri ArcGIS or equivalent) in a professional, academic, or volunteer capacity.

The successful applicant must pass a required pre-employment background check, and subsequent mandatory background checks in accordance with current District policy requirements.

Preferred but not required:

• Experience working in a public agency, recreation district, or local government GIS environment.
• Familiarity with ArcGIS Online, Survey123, Field Maps, or ArcGIS Pro.
• Experience with AGOL web map publishing.
• Familiarity with asset management systems with spatial components (e.g., Cartegraph, Cityworks, Infor).
• Experience with Adobe Illustrator or similar design tools.

Dependability

• Ensure GIS datasets are kept current and accurate; perform regular quality checks and correct errors or inconsistencies in spatial data as they are identified.
• Maintain reliable spatial records of District-owned parcels, conservation easements, trail corridors, and right-of-way boundaries to support land management and legal documentation needs.
• Follow established GIS workflows, data standards, and naming protocols; document processes to ensure consistency and continuity of GIS operations over time.

Communication & Teamwork

• Respond to mapping and spatial data requests from staff across planning, trails, open space, parks, and facilities departments; communicate clearly about timelines, data limitations, and product options.
• Publish and maintain web maps, map services, and interactive applications in ArcGIS Online for internal staff use and public-facing platforms.
• Coordinate with Summit County, UDOT, Utah Division of Water Resources, and other agencies to obtain, share, and reconcile spatial data relevant to District projects, assets, and regulatory obligations.
• Communicate technical GIS concepts clearly to non-technical staff, elected officials, and the public; translate spatial data into accessible formats and visual products suited to each audience.
• Assist with grant applications and compliance reporting that require spatial exhibits, project maps, or geographic data summaries; coordinate with staff to gather needed inputs.

Productivity & Adaptability

• Prepare GIS exhibits, site maps, and spatial analyses in support of planning studies, master plans, environmental reviews, capital project documentation, and board materials.
• Conduct field data collection using mobile GIS tools (e.g., ArcGIS Field Maps, Survey123) to capture and verify asset locations, conditions, trail alignments, and site attributes.
• Assist with permit applications, floodplain analyses, and regulatory submissions requiring spatial data, mapping exhibits, or geographic analyses; adapt products to meet agency-specific formatting and content requirements.
• Compile and integrate spatial background data from county, state, and federal sources (e.g., parcel data, FEMA floodplains, PLSS, aerial imagery, UGRC base layers) to support a wide range of planning and operational needs.

Initiative & Organization Skills

• Maintain and organize the District’s spatial data library with consistent file naming conventions, metadata standards, coordinate reference systems, and version control to ensure data integrity and usability.
• Proactively identify gaps in District spatial data coverage and take initiative to build, acquire, or update datasets needed to support current and anticipated program needs.
• Maintain trail network, open space, parks, and facilities spatial inventories; independently develop and manage systematic update schedules to keep datasets current without requiring direction on each task.
• Research and incorporate authoritative external datasets from county, state, and federal sources (county assessor, UGRC, USFWS, USFS, FEMA, PLSS) to keep District spatial data current, accurate, and aligned with regional standards.

Knowledge of:

• Geographic information systems principles, spatial data structures, and GIS software (Esri ArcGIS platform preferred)
• Cartographic design principles and best practices for map production and visual communication
• Spatial data management including geodatabases, metadata standards, coordinate reference systems, and data quality practices

Working Conditions, Physical Requirements, and Aptitudes

• Duties are primarily performed in an office or remote setting; occasional field visits to District trails, open space, parks, and facilities for data collection or site verification.
• Regular interaction with staff across multiple departments and external agency partners including Summit County, UDOT, and state resource agencies.
• Occasional evening meetings or public events may be required.
