Job Description - Grants and Contracts Financial Compliance Coordinator






JOB SUMMARY






Under general supervision, performs technical and administrative accounting work in maintaining fiscal records and systems of the Tribe.









MAJOR TASKS AND RESPONSIBILITIES






  1. Prepare and review Federal, state, and local monthly and quarterly financial reports, invoices, and drawdowns for grant and contract compliance.
  2. Review, approve, and examine expenditures, including travel, in the general ledger for local, state and Federal grant and regulation compliance.
  3. Reconcile travel and review and approve receipts to confirm Federal Travel Regulation standards were met.
  4. Review and approve grant-related vendor contracts and Consultant Service Agreements for approval.
  5. Assist with new and recurring grant and contract administration and execution, including entry of award information into the accounting system.
  6. Act as a liaison with Accounts Payable in order to ensure accurate posting of grant related expenditures.
  7. Prepare and review balance sheet reconciliations.
  8. Prepare and review Low Income Home Energy Assistance Program income verifications for the LIHEAP grant.
  9. Prepare the grant receivable/unearned revenue and schedule of federal awards for the annual audit.
  10. Provide grant information to the external auditors as requested.
  11. Manage and assist with program audits, site visits, and reviews as needed.
  12. Review periodic budget reports to determine accuracy and compliance.
  13. Create, enter, and review journal entries related to grants.
  14. Provide guidance to program managers and staff regarding grants.
  15. Assist with other grant, contract and Finance tasks as assigned.
  16. In addition to general duties, coordinator will be assigned specific divisions to which to provide compliance oversight and be a resource for MIT.
  17. Because of the Tribe’s commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.








EDUCATION - EXPERIENCE AND TRAINING FOR POSITION






Graduation from an accredited four-year college or university with a degree in accounting, finance, business or public administration, or a closely related field (significant experience may be considered in lieu of a degree), and three (3) years of directly related experience.









SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION






Knowledge of: Generally Accepted Accounting Principles (GAAP); Generally Accepted Auditing Standards (GAAS).Accounting systems and financial transactions.

 

Skill in: Using various automated financial management systems, personal, and mainframe computers. Using reconciliation procedures. Oral and written communication. Organization and time management.  Problem solving & analysis.  Creating computer spreadsheets and word processing documents. Analyzing and interpreting financial reports.  Dealing with difficult people and situations.









PHYSICAL REQUIREMENTS






Continuously uses vision. Frequently sits for long periods of time. Frequently talks and listens. Manual dexterity for computer work and routine paperwork. Occasionally walks and reaches with hands and arms. Occasionally lifts up to 25 lbs.
