Description
Perform special duties as assigned. Support the Central Office/District Learning Manager by coordinating, facilitating, and tracking employee learning and development activities. Ensure employees receive timely, high-quality training while maintaining accurate training records, supporting compliance requirements, and promoting continuous learning across Central Office and Districts.



How you will contribute:


  • Compliance and Records Management: Conduct periodic audits of employee training records to identify compliance gaps and employees requiring mandatory or refresher training. Maintain and monitor employee training records to ensure accuracy and compliance with required training deadlines. Track Professional Engineer (PE) licensure renewals, continuing education requirements, and other credential deadlines, and provide timely notifications to employees and supervisors.

  • Learning and Training Coordination: Coordinate and maintain Central Office/ District training schedules, registrations, attendance records, and learning documentation. Serve as a resource for employees regarding training opportunities, learning requirements, and the Learning Partnership Program (LPP). Prepare training reports, dashboards, and related documentation to support workforce development initiatives and leadership decision-making. Coordinate logistics for instructor-led and virtual training sessions, including scheduling, classrooms, technology, materials, and participant communications. Track and prepare request for Business Team processing of Learning Partnership Program (LPP) requests and associated payments. Monitor training budgets by reconciling expenditures, maintaining budget records, tracking funding and preparing reports to support effective fiscal management.

  • Training Delivery and Facilitation: Assist the Central Office/ District Learning Manager in delivering instructor-led and virtual training programs and agency-wide learning initiatives to support organizational development goals. Facilitate Central Office/District New Employee Orientation and onboarding programs. Coordinate and facilitate Lunch and Learn sessions and other employee development opportunities. Deliver original, refresher, and remediation training to ensure employees complete mandatory training and maintain compliance with agency and regulatory requirements within established timeframes. Facilitate training on soft skills, customer service, business processes, agency systems, and other operational topics. Monitor participant progress, evaluate training effectiveness, collect feedback, and recommend improvements to enhance learning.

  • Knowledge of records management and compliance tracking.

  • Knowledge of training program administration and workforce development practices.

  • Skill in facilitating training and classroom management.

  • Skill in oral presentations and public speaking.

  • Skill in project coordination including organization, data management, reporting, customer service, deadlines, and problem solving.

  • Skill in written communication and technical documentation.


  • Minimum Qualifications:


  • Ability to coordinate, facilitate, or deliver employee training or workforce development programs.

  • Ability to maintain training records, schedules, and compliance documentation.

  • Ability to organize multiple priorities while maintaining a high level of accuracy.

  • Ability to present information to groups of varying sizes.

  • Knowledge of Microsoft Office applications and learning management or recordkeeping systems.

  • Skill in providing consultation or customer service related to learning, training, or employee development.


  • Additional Considerations:


  • A combination of training, experience, or education in Adult Education, Organizational Development, or related field desired.

  • Experience administering employee learning or professional development programs.

  • Experience facilitating instructor-led and virtual learning.

  • Experience working within a public-sector or large organizational environment.

  • Knowledge of Commonwealth of Virginia policies, workforce development programs, or learning management systems.

  • Knowledge of human resources, organizational development, workforce development, or employee training.
