Home Care HR Specialist & Recruiter

Full-Time | In-Person. | Location: Huntington Beach & Laguna Hills, CA

CareWorks Health Services is looking for a bilingual  HR Specialist & Recruiter who enjoys working with people, moves fast, follows through, and gets results.

The Home Care HR Specialist & Recruiter owns caregiver recruiting strategy, sourcing channels, community partnerships, recruiting campaigns, and the in-office hiring pipeline. This role partners closely with staffing to recruit caregivers based on current client needs, mentors the virtual recruiter, and conducts final interviews, candidate selection, in-person hiring steps, and offer extensions before handing successful candidates off to the HR Coordinator for onboarding and compliance.

Core Responsibilities

• Hiring Authority: Conduct final in-person interviews and make authorized, formal job offers regarding wages, hours, and employment terms.
• Labor Law & Wage Compliance: Ensure all recruiting, hiring, and staffing decisions strictly adhere to California-specific home care regulations, including daily/weekly overtime thresholds, mandatory meal/rest breaks, and travel-time or mileage compensation.
• Employee Relations Support: Act as the primary face of HR for the local team, confidently answering caregiver questions regarding labor policies, disputes, pay structures, and employment rights.
• Manage recruiting performance: Track hiring KPIs, identify pipeline bottlenecks, evaluate recruiting sources, improve conversion rates, and make sure recruiting activity produces caregivers who can actually be placed with clients.
• Own caregiver recruiting strategy and sourcing: Build recruiting campaigns, manage job boards and recruiting platforms, develop community partnerships, and continually improve where and how CareWorks finds qualified caregivers.
• Own the in-office hiring pipeline: Take over once qualified candidates reach the office, conduct structured final interviews, assess fit and reliability, complete in-person hiring steps, extend offers, and transition hires into onboarding.
• Guide and support the virtual recruiter: Coach the recruiter on phone screening, candidate messaging, follow-up, reference checks, sourcing activity, and pipeline management.
• Lead In-Office Orientations: Coordinate and lead interactive, in-person onboarding and orientation sessions that welcome new hires and clearly communicate agency expectations.
• Collaboration: Partner with the remote HR Coordinator to maintain seamless employee files, delegating administrative paperwork while maintaining ultimate legal responsibility for the workforce.
• Partner with staffing on caregiver demand: Work closely with schedulers to understand current and upcoming staffing needs by city, shift, availability, experience, and client preference, then adjust recruiting efforts accordingly.

• Bilingual: English and Vietnamese
• 5+ years of experience in recruiting, talent acquisition, human resources, or staffing, with demonstrated success in high-volume recruiting and candidate selection.
• 3+ years of experience in non-medical home care, with a strong understanding of caregiver recruiting, staffing challenges, client matching, and home care operations.
• Hands-on experience with WellSky Personal Care (formerly ClearCare) and applicant tracking/recruiting systems such as Paylocity, Hireology, myCNAjobs, or similar platforms.
• Extensive working knowledge of California Wage Order 15, California wage-and-hour requirements, meal/rest period rules, overtime, sick leave, leaves of absence, hiring practices, and other employment laws affecting home care employees.
• Strong working knowledge of California Home Care Services Consumer Protection Act/Home Care Services Bureau requirements, including Home Care Aide registration, Live Scan/background-clearance requirements, training, personnel documentation, and caregiver compliance.
• Experience building and managing caregiver recruiting campaigns, sourcing strategies, job boards, referral programs, community partnerships, and recruiting funnels.

Preferred

• Experience coaching, mentoring, or overseeing recruiters and reviewing recruiting KPIs and conversion metrics.
• Strong understanding of how recruiting, staffing, compliance, and client needs work together in a fast-paced home care agency.
• SHRM certification
