Position Summary:


This position works under the direction of the Executive Director. The Housing Administrator is responsible for the administration and management of all housing programs, new construction housing operations, occupancy functions, and residential services. The position ensures compliance with applicable federal, state, tribal, and organizational regulations while overseeing housing program delivery, staff supervision, budgeting, reporting, and resident relations.


 


This position requires compliance with Yakutat Tlingit Tribe’s compliance standards, including its Standards of Conduct, Compliance Program, and policies and procedures. Such compliance will be an element considered as part of the position’s regular performance. 



 Essential Functions:



  • Administer housing programs and services in accordance with applicable regulations and policies.

  • Supervise housing staff and coordinate daily operations.

  • Oversee tenant eligibility, admissions, occupancy, lease compliance, and recertification processes.

  • Develop and implement housing policies, procedures, and program objectives.

  • Monitor compliance with funding requirements, grant agreements, and housing regulations.

  • Prepare permits, reports, budgets, and program performance documentation.

  • Manage resident relations and resolve tenant concerns and complaints.

  • Coordinate maintenance, modernization, and capital improvement activities.

  • Represent the organization with governmental agencies, community partners, and stakeholders.

  • Assist with strategic planning, program development, and organizational goals.

  • Ensure accurate recordkeeping and confidentiality of resident information.

  • Other operational duties as assigned.

    • Ability to establish effective relationships with residents, staff, governing boards, funding agencies, and community partners.





    Work Environment/Physical Demands:


    The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to lift up to 50 pounds; climb ladders, crawl, need full mobility of all limbs able to navigate and work in tight/closed areas. Must not be claustrophobic, acrophobic, or be colorblind. This position requires frequent standing, bending, stooping, kneeling, and working in cramped spaces.


     


    This position requires possible exposure to hazardous work environments and working with high voltage, hazardous machinery, equipment, and materials that require special safety precautions and use of protective clothing or gear, such as masks, gowns, coats, boots, goggles, gloves, or shields.


    May be required to work outside the traditional work schedule.


     


    May be called out to work off-shift in emergency situations.


     


    This position requires operation of a motor vehicle.

    Supervisory and Management Responsibility:


    This is a Director level position with responsibility and authority for the accomplishment of objectives, utilization of resources, and personnel administration decisions of an organization-wide function. The employee is accountable for the effective and efficient management of the work to achieve goals and objectives. The employee usually receives limited guidance in the form of approval/denial on matters of policy, service levels, goals or objectives from high authorities.


          


    Minimum Qualifications:



    • High school diploma or GED required.

    • Must be 18 years of age or older.

    • Minimum of 3 (three) years of progressively responsible experience in housing administration, property management, construction management, Tribal administration, project management, or a related field, with a minimum of two (2) years of supervisory or management experience.

    • Demonstrated experience with budgeting, program administration, reporting, and regulatory compliance.

    • Experience interpreting and applying policies, procedures, contracts, grant requirements, and applicable regulations.

    • Valid Alaska Driver's License.

    • Must be able to pass a National Criminal and State background check.


     


    Preferred qualifications: 



    • Experience working with Tribal housing programs, including NAHASDA, IHBG, ICDBG, Section 184, USDA Rural Development, or other federally funded housing programs.

    • Experience with residential construction projects, capital improvement planning, and contractor management.

    • Knowledge of Tribal government operations and Alaska Native communities.

    • Grant writing and grant management experience.
