The Opportunity
Abt Global is seeking a Health Research Monitoring & Evaluation Senior Associate to support professional and scientific work for the National Institutes of Health (NIH).
In this role, you will provide expert-level technical leadership in the monitoring and evaluation of health research and scientific programs. You will lead the development and implementation of evidence-based monitoring and evaluation approaches, oversee complex research and analytical activities, assess program performance and progress toward anticipated results, and translate findings into strategic recommendations for clients and stakeholders.
Core Responsibilities
- Provide expert technical leadership for the design and implementation of monitoring and evaluation activities supporting health research, scientific, and related programs.
- Lead the development and evaluation of complex monitoring and evaluation designs, sampling plans, survey instruments, protocols, work plans, and other research and evaluation approaches.
- Direct the collection, organization, analysis, and interpretation of quantitative and qualitative data to assess project activities, outputs, outcomes, and progress toward anticipated results.
- Develop advanced performance measures, indicators, analytical frameworks, and methodologies appropriate to complex program objectives and evaluation questions.
- Apply advanced technical principles, theories, and concepts to address unusually complex research and evaluation challenges and develop innovative and practical solutions.
- Lead the use of statistical databases, data collection systems, analytical tools, and other technologies to capture, organize, manage, and analyze research and evaluation data.
- Synthesize complex information and evidence from multiple sources and translate findings into strategic conclusions, recommendations, and improvement solutions.
- Establish technical and operational plans, processes, standards, and approaches for major monitoring and evaluation activities.
- Lead large projects, technical workstreams, or evaluation processes with limited oversight and independently determine appropriate courses of action to achieve desired results.
- Serve as a senior technical advisor to NIH stakeholders, project leadership, and multidisciplinary teams on complex monitoring, evaluation, research, and analytical matters.
- Prepare and oversee the development of high-quality technical reports, presentations, recommendations, and other products for senior internal and external audiences.
- Identify opportunities to improve or advance monitoring and evaluation methodologies, processes, tools, and technical capabilities.
- Provide technical direction to other professionals, including coaching, reviewing work, delegating technical assignments, and supporting professional development.
- Coordinate complex activities across research, analytical, technical, and stakeholder teams to support successful project execution and delivery.
- Establish and oversee quality assurance and quality control approaches for research design, data collection, analysis, interpretation, and reporting.
- Communicate with organizational and client leadership regarding significant technical findings, recommendations, risks, and strategic considerations.
What We Value
- Master’s degree plus 13 years of relevant experience, or PhD plus 8 years of relevant experience.
- Advanced expertise and extensive professional experience in monitoring and evaluation, health research, public health, research methods, or a related field.
- Demonstrated experience supporting programs, projects, or research activities for the National Institutes of Health (NIH).
- Extensive experience developing and leading complex research and evaluation designs, sampling plans, survey instruments, protocols, work plans, and/or monitoring and evaluation frameworks.
- Demonstrated experience leading complex quantitative and/or qualitative data collection, management, analysis, and interpretation activities.
- Advanced experience using statistical databases, analytical tools, data collection technologies, and related systems to support research and evaluation.
- Demonstrated ability to independently develop innovative technical and methodological solutions to unusually complex research or evaluation challenges.
- Experience leading large projects, technical workstreams, or complex processes with limited oversight.
- Experience developing operational plans, technical standards, methodologies, or processes that influence project or program outcomes.
- Demonstrated ability to translate complex evidence and analytical findings into strategic recommendations and improvement solutions.
- Experience advising senior clients, leadership, and other stakeholders on significant technical matters.
- Experience providing technical leadership, coaching, work review, and direction to other professionals.
- Demonstrated experience preparing and overseeing sophisticated technical reports, presentations, and other research or evaluation products for senior internal and external audiences.
- Excellent analytical, problem-solving, technical writing, presentation, and verbal communication skills.
- Experience supporting health research, biomedical research, public health, science policy, or related scientific programs.
- Experience supporting complex programs or initiatives within HHS or other federal health and scientific agencies.
- Experience developing advanced monitoring frameworks, evaluation methodologies, performance measures, or analytical approaches.
- Experience integrating complex quantitative and qualitative evidence from multiple sources to assess program performance, outcomes, and opportunities for improvement.
- Experience introducing or advancing new research, evaluation, analytical, or data-driven methodologies within projects or organizations.
- Experience contributing technical expertise to proposals, solution development, or other activities supporting new or expanded work.

This position offers an anticipated annual base salary range of approximately $120,000 to $157,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
