Full-Time/ On-Site (Remote up to 25% may be available after completion of training)  

Hiring Range: This position has a compensation range that spans the salary threshold for Washington State, which means that this position may be classified as either non-exempt (hourly) or exempt (salaried), depending on the candidate’s qualifications, including education, experience, and other relevant factors. 

Non-Exempt (Hourly): $36.15 - $38.54 per hour 

Exempt (Salaried): $80,168.40 - $93,984.80 per year

Kitsap Mental Health Services is hiring an Information Technology Manager to lead our Systems Administration and Help Desk teams. In this leadership role, you will oversee daily IT operations, cybersecurity initiatives, infrastructure management, and business continuity efforts while ensuring reliable and efficient technology services across the organization. The IT Manager plays a key role in supporting staff, systems, and strategic technology goals that enable high-quality behavioral health services throughout Kitsap County. Working collaboratively with internal departments and agency leadership, you will supervise and develop IT staff, manage team performance, prioritize projects, and provide technical expertise on complex infrastructure, systems administration, and cybersecurity matters. This position is ideal for a technology leader who is passionate about building high-performing teams, maintaining secure and resilient systems, and delivering exceptional customer service in a mission-driven healthcare environment. 

Primary Responsibilities:  

Technical Leadership  

• Provide senior technical leadership for infrastructure, systems administration, cybersecurity, and end-user support.  
• Maintain secure, reliable, cost-effective technology standards, procedures, and documentation.  

Cybersecurity  

• Oversee daily cybersecurity operations, including endpoint protection, access controls, email security, patching, and vulnerability management.  
• Coordinate incident response, security assessments, audits, remediation, awareness activities, and policy compliance.  
• Report cybersecurity risks, incidents, and improvement recommendations to leadership.  

IT Operations  

• Manage Help Desk, infrastructure operations, service delivery, backups, and system restoration.  
• Prioritize and assign operational, support, security, maintenance, and project work.  
• Monitor service levels, system performance, workloads, and operational trends to improve service delivery.  

Business Continuity and Disaster Recovery  

• Manage technology components of the agency’s business continuity and disaster recovery program.  
• Partner with department leaders to identify critical systems, dependencies, recovery priorities, and readiness gaps.  
• Coordinate testing, corrective actions, and report on continuity risks and recovery readiness.  

Project and Change Management  

• Manage technology, infrastructure, cybersecurity, and systems projects from planning through operational transition.  
• Coordinate IT staff, departments, vendors, and stakeholders; communicate progress, risks, resource needs, and key decisions.  

Communication and Team Management  

• Serve as a liaison between IT and agency departments and communicate technical information clearly to leadership and staff.  
• Maintain appropriate staffing and after-hours coverage; establish clear responsibilities, priorities, and performance expectations.  
• Representing IT in meetings, workgroups, and vendor engagements.  
• In addition to the above, perform other duties appropriate to the position and not specifically listed in the job description.  

Supervisory Responsibilities: Yes  

• Oversee Information Technology Team  
• Direct Reports: System Administrators and Help Desk Technicians  
• Hiring, training, coaching, and supervision of direct reports. Collaborate with Sr. IS Director in the completion of annual performance reviews.  

Minimum Qualifications:

EDUCATION: Bachelor's degree in information systems required, telecommunications, or other relevant field.

EXPERIENCE: Five or more years of progressively responsible information technology experience, including infrastructure, systems administration, technical support, or cybersecurity.

Three or more years of supervisory experience including development of staff, assigning work, and addressing performance.

Preferred Qualifications:

EDUCATION: Master's degree in information systems required, telecommunications, or other relevant fields.

EXPERIENCE: Experience in managing technology teams in healthcare, behavioral healthcare, or another regulated environment.

CERTIFICATIONS: Relevant technical, cybersecurity, project management, business continuity, or leadership certifications.
