POSITION\:  Inmate Property Coordinator

BARGAINING UNIT\: NEPBA 515                                    GRADE\: 18, step 1

                                                                                                                                           

I.    GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:


    Responsible for coordinating the inmate property program of the Sheriff’s Office, including, but not limited to, receiving, processing and maintaining all incoming and outgoing inmate property in accordance with the policies and procedures of the Sheriff’s Office and state laws, including but not limited to, 103 CMR 403.

II.    ESSENTIAL FUNCTIONS:

§  To coordinate the inmate property program to ensure that all incoming and outgoing inmate property is processed, stored and maintained in accordance with 103 CMR 403 and related institution policies and procedures

§  To pick up personal property bags at Main Jail Receiving area from inmates processed during the previous night

§  To prepare receiving slips on all personal property bags and maintain in alphabetical binder

§  To maintain inmate property log book by logging in all names and ID numbers for cross-referencing

§  To process for release all property of inmates who are scheduled for next-day release and deliver property to Modular Receiving area in a timely manner

§  To ensure that any contraband property is processed in accordance with 103 CMR 403 and related institution policies and procedures

§  To ensure that all property of inmate releasees or transferees is properly inventoried and packaged according to institution policies and procedures prior to either release or transfer of inmate

§  To inspect and inventory all inmate packages delivered to the mail room prior to allowing the packages into the institution

§  To maintain and update all inmate property records

§  To prepare and generate necessary reports which are to be complete, accurate and submitted in a timely manner

§  To properly maintain the property trailer in a safe and sanitary condition

§  To prepare and send 30-day notices to inmates who have been released or transferred to other institutions who have not claimed their property stating that the property will be disposed of after thirty days

§  To properly dispose of any inmate property that has not been claimed after the thirty day period has expired, including clothing, jewelry, televisions, etc.

§  To perform related work as required

III.    MINIMUM QUALIFICATIONS:


  A.    Education and Experience:
    High School diploma or equivalent; prior experience in record-keeping helpful.

  B.  Special Requirements:

    Current Massachusetts’ drivers’ license

  C.  Knowledge, Ability and Skill:

Knowledge.  Working knowledge of office procedures and machines.  Familiarity with correctional facility operations.  Knowledge of Massachusetts General Laws and Code of Massachusetts Regulations as they pertain to departmental functions and operations.  Thorough knowledge of departmental policies and procedures.

Ability.  Ability to maintain accurate records.  Ability to deal tactfully and appropriately with the general public, inmates, and correctional facility departments and to assist others in an effective manner.  Ability to operate computer, calculator, typewriter, telephone, and other standard office equipment.

Skill.  Skill in typing and willingness to learn computer assisted techniques and applications.

    D.  Physical Qualifications:
    
•    Minimal physical effort demanded when performing functions.  Ability to operate a typewriter or computer keyboard at efficient speed and to sit at a computer for long periods.  May be required to stand for long periods of time.  Specific vision requirements include close vision and the ability to adjust focus.  May be required to lift, move, and/or push items which may weigh 30 pounds or more.


IV.    JOB ENVIRONMENT:
    Work is performed under typical office and correctional facility conditions; work environment is moderately quiet.

V.    SUPERVISION RECEIVED:
    Works under the general direction of the department head or other supervisory personnel; following institution rules, regulations and policies.
