Instrumentation, Controls and Electrical (IC&E) Technician

The Hill Top Energy Center in Carmichaels, PA, is a state-of-the-art combined cycle power generation facility. It features a GE 7HA.02 gas turbine and an Alstom D652 steam turbine, operating together to optimize efficiency and output. The plant is capable of producing up to 623 megawatts of electricity, significantly contributing to the regional power supply.

Opportunity Summary

The Instrumentation, Controls, and Electrical (IC&E) Technician supports the safe, reliable, and efficient operation of Hill Top Energy Center by calibrating, testing, troubleshooting, and repairing instrumentation, control systems, and electrical equipment. This position supports the facility’s GE 7HA.02 gas turbine, Alstom D652 steam turbine, and associated combined-cycle systems through preventive and corrective maintenance while working closely with Operations, Maintenance, and Engineering to improve reliability, minimize downtime, and optimize plant performance.

Your scope of responsibility as IC&E Technician includes the following primary functions:

• Calibrate, test, maintain, troubleshoot, and install plant instrumentation and control systems, including control valves, transmitters, analyzers, motors, variable speed drives, fan dampers, and associated field devices.


• Perform corrective, preventive, predictive, and emergency maintenance on plant electrical equipment, including switchgear, motor control centers, motors, transformers, batteries, chargers, inverters, and generator excitation systems.


• Maintain, troubleshoot, and optimize PLC, DCS, SCADA, and other plant automation systems by diagnosing faults, implementing approved program changes, and improving system performance.


• Read and interpret P&IDs, electrical schematics, wiring and loop diagrams, logic diagrams, and technical documentation to troubleshoot control loops, alarms, interlocks, permissives, sequencing, and equipment protection and trip circuits.


• Calibrate, maintain, and troubleshoot instrumentation and controls supporting the GE 7HA.02 gas turbine, HRSG and steam-cycle systems, Alstom D652 steam turbine, and associated equipment, including turbine, combustion, and condition monitoring systems.


• Support plant testing, commissioning, system modifications, outages, and capital projects by installing equipment, verifying control functionality, and coordinating activities with Operations, Maintenance, Engineering, contractors, OEM representatives, and vendors.


• Monitor equipment performance, analyze operational data, and recommend control system and reliability improvements to enhance plant efficiency, availability, and equipment life.


• Maintain accurate maintenance records, calibration documentation, plant drawings, work orders, equipment databases, and vendor information while ensuring shop tools and test equipment remain calibrated and ready for use.


• Follow all safety, environmental, and regulatory requirements by identifying hazards, implementing corrective actions, and properly handling hazardous materials and regulated waste.


• Perform other duties, special projects, and technical assignments as required to support safe, reliable, and efficient plant operations.

Working Relationships

The IC&E Technician reports directly to the Maintenance Manager and receives general direction from plant management. This position works closely with plant personnel, contractors, and original equipment manufacturer (OEM) representatives to coordinate activities and ensure appropriate technical and operational support.

Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.

Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.

Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.

Fitness for Duty

All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.

Work Schedule

This position may occasionally require extended work hours and flexible shifts, including weekends and holidays, to meet operational schedules, workload demands, and plant conditions. Periodic callouts and on-call duty are also required.

Compensation

This position offers a base pay rate ranging from $ to $ per hour, along with eligibility for an annual performance bonus.

Core Qualifications and Skills

• Associate degree in Electrical Engineering Technology, Instrumentation and Control, Electronics Technology, Industrial Electrical Technology, or a related field preferred. Equivalent technical training or relevant industrial or military experience will be considered.


• Background in combined-cycle power generation or a comparable industrial environment, with knowledge of plant operations, electrical maintenance, safe work practices, and applicable environmental and regulatory requirements.


• Comprehensive understanding of plant electrical and instrumentation systems, including switchgear, motors, transformers, excitation systems, control valves, transmitters, analyzers, and associated field devices.


• Familiarity with PLC, DCS, SCADA, turbine control, combustion control, and condition monitoring systems, including troubleshooting alarms, interlocks, permissives, sequencing, and control system faults.


• Hands-on capability to install, calibrate, maintain, and troubleshoot instrumentation, electrical, and control systems supporting gas turbines, HRSGs, steam turbines, and combined-cycle equipment; GE 7HA.02 and Alstom D652 experience is preferred.


• Proven analytical skills to evaluate equipment and control system performance, identify root causes, and recommend improvements that enhance reliability, efficiency, availability, and equipment life.


• Effective collaboration with Operations, Maintenance, Engineering, contractors, OEM representatives, and vendors to support maintenance activities, outages, system modifications, and capital or improvement projects.


• Strong written and verbal communication skills, including interpreting P&IDs, electrical schematics, wiring and loop diagrams, logic diagrams, and maintaining accurate maintenance and calibration records.


• Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
