Description

USF World is led by a VP and is comprised of units across Tampa, St. Petersburg, and Sarasota devoted to promoting ed abroad; supporting intl students and scholars, the management of intl partnerships, intl travel risk and security services, management of the Peace Corps Prep and support for a dedicated recruiter, tracking and documenting intl research collaborations and the global footprint of faculty, students and staff, collection of data related to international activities at the University, intl alumni development and outreach, and the marketing and communication of USF World programs and initiatives. Comprising a total of over 70 staff and a budget of approximately $4.5 M, clients are USF faculty developing intl academic experiences, curriculum, and research collaborations, administrators promoting the global priorities of USF, staff responsible for supporting intl activities across campuses, colleges, and other units, current and prospective students coming to USF from other countries and U.S. students seeking global experiences as well as university partners from abroad and foreign dignitaries. Community partners include local, state, national, and intl leaders of government and public and private organizations, including other institutions of higher ed, military, business, and industry.

The International Program Administrator serves as a key member of USF World’s Global Learning team and is responsible for the development, management, advising, and assessment of a portfolio of international academic programs, including both faculty-led and affiliate study abroad programs. This position provides end-to-end oversight of academic program operations, integrating program design, budgeting, student advising, enrollment management (in conjunction with recruitment team), risk mitigation (in conjunction with the Global Safety and Health team), and post-program evaluation.

The role combines advanced administrative expertise with advising responsibilities to enhance student success and support high-quality global learning experiences. Reporting to the Senior Associate Director of Education Abroad within USF World Global Learning, this complex administrative role requires extensive knowledge of university policies, study abroad processes, pre-departure requirements, and support for in-country programming and logistics.



Responsibilities

Operating with a high degree of autonomy, the International Program Administrator partners with faculty, affiliate providers, and campus stakeholders to ensure that international programs are academically sound, financially viable, accessible to students, and aligned with university policies and strategic priorities. The role combines advanced administrative expertise with advising responsibilities to enhance student success and support high-quality global learning experiences. Reporting to the Senior Associate Director of Education Abroad within USF World Global Learning, this complex administrative role requires extensive knowledge of university policies, study abroad processes, pre-departure requirements, and support for in-country programming and logistics.

Student Advising, Enrollment, and Experience Management: Serve as the primary administrative advisor for students participating in assigned programs. Advise students through program application (application workshops, etc.), assist in outlining questions for academic considerations, enrollment processes, and pre-departure obligations. Review applications for completeness and eligibility, make admission decisions, and manage program enrollment. Resolve complex student issues by interpreting policy and collaborating with campus offices such as Academic Advising, Financial Aid, Student Health Services, the Dean of Students, and Student Accessibility Services. Support student retention and success through proactive outreach and individualized advising in order to improve student yield.

Budget Development and Financial Administration: Develop and manage program budgets, ensuring inclusion of all anticipated costs and appropriate faculty compensation (in conjunction with USF World Fiscal Business team and the Global Learning leadership). Coordinate with internal units and external vendors to schedule payments and monitor expenditures. Evaluate financial performance of programs and make recommendations to improve sustainability and cost-effectiveness. Provide budgetary data and analysis to support planning and decision-making.

Affiliate Program Management and Vendor Relations: Oversee assigned affiliate programs, serving as the institutional liaison between USF and third-party providers. Evaluate affiliate program offerings, contracts, services, and outcomes to ensure quality, compliance, and student support. Coordinate advising materials, enrollment processes, and pre-departure requirements specific to affiliate programs. Participate in the expansion and strategic management of the affiliate program portfolio.

Assessment, Reporting, and Continuous Improvement: Collect and analyze program data including enrollment, demographics, evaluations, and service quality. Provide feedback to faculty, partners, and leadership to inform future program development and improvements. Contribute to institutional reporting, accreditation support, and data requests related to global learning.

Qualifications

Minimum Qualifications: This position requires a Master’s degree in education or a field of study related to the academic program, or a Bachelor’s degree in those same fields with a minimum of two years of experience.

Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree.
• Senate Bill 1310- The Florida Senate (https://www.flsenate.gov/Session/Bill/2023/1310) is conditional upon meeting all employment eligibility requirements in the U.S.
• SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
• A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
• (a) Two years of direct experience for an associate degree;
• (b) Four years of direct experience for a bachelor’s degree;
• (c) Six years of direct experience for a master’s degree;
• (d) Seven years of direct experience for a professional degree; or
• (e) Nine years of direct experience for a doctoral degree
• Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
• Minimum Qualifications that require a high school diploma are exempt from SB 1310.
