JBLM Real Property Project Manager Overview The Project Manager (PM) provides full-time, on-site leadership and overall management for the JBLM ePRISMS and Real Property Data Accountability program. The PM is responsible for planning, coordinating, and overseeing contract activities supporting facility surveys, real property inventory and data correction, CAD conversion, GIS data maintenance and reconciliation, ePRISMS maintenance, GFEBS real property data support, data analysis, and required reporting. The PM serves as the primary day-to-day management point of contact and ensures personnel, schedules, quality controls, security requirements, and deliverables are coordinated and executed in accordance with contract requirements. The role requires extensive professional interaction with Directorate of Public Works (DPW) personnel, Government technical representatives, military and civilian stakeholders, subcontractors, and company leadership. The PM must be able to lead a multidisciplinary technical team while maintaining high standards for quality, schedule, responsiveness, and customer service. Tasks
- Provide overall management, leadership, and coordination of all contract activities and personnel supporting the JBLM program.
- Serve as the primary management point of contact for day-to-day contract performance.
- Plan, organize, assign, and monitor work across facility survey, ePRISMS, real property, GFEBS, CAD, GIS, data analysis, and data entry activities.
- Develop and maintain project schedules, priorities, staffing plans, work assignments, production targets, and internal milestones necessary to meet contract requirements.
- Lead coordination among technical team members to ensure survey findings, floor plans, GIS data, real property records, and business system data are accurately reconciled and delivered.
- Monitor project performance against contract requirements, schedules, quality standards, and deliverables; identify risks and implement corrective actions when necessary.
- Lead and participate in kick-off meetings, progress meetings, technical coordination meetings, briefings, and other scheduled or unscheduled meetings related to contract performance.
- Coordinate with Government stakeholders to establish work priorities, obtain access, resolve data discrepancies, validate technical findings, and support timely Government review and acceptance.
- Ensure technical work is performed in accordance with applicable Army real property, IGI&S, ePRISMS, GFEBS, SDSFIE, quality assurance, cybersecurity, information protection, and records management requirements.
- Ensure project personnel maintain required qualifications, training, CAC eligibility, installation access, and other security or administrative requirements throughout contract performance.
Job Requirements:
- Ability to work full-time on site at JBLM and support required Government operating hours.
- Ability to obtain and maintain required installation access, Common Access Card (CAC) eligibility, and a favorable background investigation/clearance determination required for the position.
- Demonstrated experience managing multidisciplinary technical projects or programs with responsibility for personnel, schedules, deliverables, quality, and customer coordination.
- Strong leadership, planning, organization, communication, and problem-solving skills.
- Ability to communicate professionally with military personnel, civilian Government personnel, technical staff, subcontractors, and company leadership.
- Able to prioritize tasks efficiently meet deadlines with quality work.
- Valid state driver’s license.
- Proficiency with Microsoft Excel and tracking/inventory spreadsheets.
- Occasional travel may be required.
Preferred Skills and Experience
- Experience supporting Federal Government or Department of Defense contracts.
- Working knowledge of Army real property, facility management, IGI&S/GIS, ePRISMS, GFEBS, CAD, or related installation data environments.
- Familiarity with Financial Improvement and Audit Readiness (FIAR) requirements.
- Familiarity with Financial Improvement and Audit Readiness (FIAR) requirements and Department of Defense (DoD) real property accountability laws and regulations
- Knowledge of federal accounting policies, specifically regarding real property.
Education
- Bachelor’s degree in finance, accounting, real estate, GIS, or a related field (or equivalent relevant experience may be considered).
