Description

Coordinates, oversees, and supervises all administrative and managerial aspects of the Judy Center Early Learning Hub programs and services at an assigned Baltimore County Public Schools (BCPS) location. Provides leadership and supervision of daily operations and Judy Center staff, ensuring effective implementation and delivery of programs and services. Ensures that all activities, initiatives, and partnerships align with and advance system-wide BCPS goals and priorities.



Responsibilities

EXAMPLES OF DUTIES:

  • Responsible for all administrative and managerial aspects of the Judy Center Early Learning Hub grant, programs and services, and alignment with activities in the MSDE Judy Center Operating Manual.
  • Provides supervision and oversight of the Family Services Case Manager and Judy Center staff, including assigning responsibilities, monitoring performance, conducting performance appraisals, and providing ongoing feedback and professional development to ensure effective program delivery.
  • Supports the evaluation and continuous quality improvement of the Judy Center Early Learning Hub grant through ongoing evaluation and timely submission of data collection and reports to the Maryland State Department of Education.
  • Utilizes clear, collaborative, and professional communication with school administration, the Office of Early Childhood, Maryland State Department of Education (MSDE), other departments in the school system, and Judy Center partners.
  • Leads the development, coordination, and submission of the Judy Center Early Learning Hub grant, ensuring alignment with BCPS priorities and MSDE requirements and securing all necessary internal approvals.
  • Ensures fiscal accountability and timely execution by applying effective practices in planning, monitoring, controlling, and assessing the use of grant funds in accordance with  BCPS fiscal protocols and guidelines.
  • Supervises the Family Services Case Manager to coordinate services, training, and family engagement events for families in the community and participating partners, aligning with MSDE Judy Center standard operating procedure. 
  • Organizes and plans professional development and training opportunities for Judy Center staff and partners. 
  • Provides supervision and guidance to the Family Services Case Manager to support effective community outreach and strengthen collaboration with community partners and service providers.
  • Monitors and evaluates Judy Center programming and events to determine alignment with the Judy Center Early Learning Hub grant and standards.
  • Monitors the attainment of milestones and the progress of the program with in-person reports to the school principal and the steering committee. 
  • Participates in statewide Judy Center Early Learning Hub trainings, meetings, and other activities.
  • Performs other duties as assigned.


Qualifications

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

  • Graduation from an accredited college or university with a bachelor’s degree, preferably in early childhood education. Five years of successful educational leadership experience, which included experience in early childhood education and service coordination.
  • Possession of a master’s degree is preferred.

 

Note:   Other combination of applicable education, training, and experience which provide the knowledge, skills and abilities necessary to perform effectively in the position, may be considered. 

 

Licenses and Certificates:

  • Possession of a Maryland Educator Professional Certificate or License, possession of a School Counseling Certificate or License, or possession of a social worker licensure is preferred.

 

Knowledge, Skills, and Abilities:

  • Proven analytical and problem-solving skills.  Skill and ability in monitoring, developing, and managing budgets.
  • Demonstration of skill and experience in data analysis and strategic planning.
  • Demonstration of strong leadership, management, organization, communication, and human relations skills.
  • Demonstration of strong knowledge and skill in computer/educational technology. Demonstration of strong oral and written communication skills. 
  • Ability to appropriately maintain confidential information.
  • Ability to work independently with minimum oversight and demonstrate attention to detail, accuracy, and quality awareness.
  • Proven effective written and interpersonal communication skills, well organized, ability to multitask and work independently, promote flexibility and teamwork.
  • Ability to establish and maintain effective relationships

 

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

  • The work of this class is generally sedentary and performed in an office and school environment.  Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

 

CONDITIONS OF EMPLOYMENT:

  • Requires the ability to work a flexible schedule as needed to meet the needs of the school community. May require attendance at after-school and evening meetings and events.

This class specification defines the types of duties and level of difficulty of work required of positions in this title.  It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.

RETIREMENT:       Eligible for the Maryland State Retirement System.

GRADE: 

Grade 07 - 12 Month OPE Pay Scale            

SALARY: $91,115 to $146,555 (Annual Salary Scale for Exempt 12-Month Employees Represented by BCPSOPE 2026-2027 Effective July 1, 2026) Visit the BCPS Office of Payroll website for additional information on pay scales, other compensation and leave accruals at www.bcps.org/operations/fiscalservices/payroll.

  • All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. 
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience, you will be asked to provide a copy of DD214.
  • Official transcripts will be required upon hire and must be sent via escript/clearinghouse from your university.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Benefits and Retirement Orientation meeting.
  • Additional job verification will be required for salary credit.
