Job Description - Junior Transportation Planner

Job Description

The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings to help provide for the safety of motor vehicle occupants, pedestrians, and cyclists. The Traffic Engineering and Planning unit (TEP), within TPM, is responsible for conducting, reviewing, and approving traffic engineering and transportation planning studies, projects, analyses and methodologies for the Division. The unit’s work activities relate to every aspect of traffic/transportation operations and safety analyses from curb cut approvals to area-wide studies.

TEP seeks an experienced, ambitious, and motivated candidate to serve as a Research Assistant to support the agency’s Automated Enforcement unit and newly created Data Collection unit by developing, maintaining, and enhancing databases, dashboards, and analytical tools used to manage, process, and evaluate transportation, traffic safety, and enforcement-related data. The candidate will also contribute to mayoral transportation safety priorities by supporting data-driven decision-making and improving coordination among DOT divisions and partner agencies.

The candidate will also research and develop applications to support the Automated Enforcement Unit, as well as other agencywide transportation operations and safety initiatives. In developing these applications, the candidate, under the general supervision of TEP’s senior staff, will assist in the development of new tools, databases, and related software applications for TEP specifically and TPM as a whole.

Preferred Skills
Proficiency in Microsoft Suite, GIS systems, and databases using NYC OpenData and US Census data, as well as knowledge of engineering principles, traffic engineering, transportation planning, and traffic impact studies.

Excellent writing and oral presentation skills preferred. Experience in CEQR, SEQRA, and NEPA processes. Valid NYS Driver's License required.

Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
2. An associate degree from an accredited college, or completion of 60 semester credits at an accredited college, and two years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
3. A four-year high school diploma or its educational equivalent and four years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
4. Education and experience equivalent to "1", "2", or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. Completion of nine credits, at the college or graduate school level, in statistics, quantitative methods, mathematics, or research can be substituted for six months of the required experience. However, all candidates must possess a four-year high school diploma or its educational equivalent and at least six months of required experience or the nine specialized credits.
