Job Description - Legal Case Assistant Manager

Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $100,000.00 - $116,316.00

ONLY CANDIDATES CURRENTLY SERVING IN THE PERMANENT TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES MAY APPLY TO THIS OPENING.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Family Court Legal Services (FCLS) is primarily responsible for representing ACS in child neglect and abuse cases, permanency hearings, juvenile delinquency hearings and other child welfare proceedings in the NYC Family Courts. FCLS attorneys work collaboratively with ACS Child Protective Specialists (CPS), foster care agency case planners and other ACS staff and child welfare stakeholders to further the agency’s mission of helping children and families achieve safety, permanency and well-being.

Under the direction of the Borough Chief of the Queens Family Legal Services office, with wide latitude for independent decision making and unreviewed action and decision making, the FCLS Legal Case Assistant Manager (LCAM) is responsible for overseeing the work of non-attorney staff including Legal Case Assistants, Paralegal Staff, Clerical Staff, and Court Liaison Officers. Specific duties include but are not limited to:

- Making recommendations for staffing assignments to gain maximum benefits from staff members individual strengthens and office needs;
- Creating along with unit supervisors, employee task and standards and evaluate the work performance of all subordinates yearly;
- Designing, conducting and coordinating staff development and training for all units;
- Attending on behalf of FCLS all Division of Child Protection, Foster Care/IOC related internal and external contract agencies meetings;
- Coordinating and facilitating presentations for other ACS Programs and ACS’ Contract Agencies and be available to answer questions related to FCLS policy and procedure, child welfare policy, LTS, and the court process;
- Creating and designing improved monitoring and tracking mechanisms;
- Providing daily and monthly ticklers/schedules for FCLS Support Staff; Responsible for tracking and monitoring of Daily Intake census, IOC Contact Agency PH Report Submission Timeliness, Monthly Tally of Court Ordered Investigations, PH Notices, DCP and Daily Psychiatric hospitalization notifications, Monthly Borough Divisional Fact Sheets, Contract Agency Caseworker Court Hearing Non-appearances, and Family First notifications and motions.
- On behalf of FCLS Attorneys, interface with the Court, ACS’ Division of Child Protection, Division of Youth and Family Justice, Division of Family Permanency Services, Agency Program Assistance, and the contracted Foster Care Agencies to research and resolve court ordered services, placement, payment, ICPC, and pre-contempt/contempt/No Reasonable Efforts issues;
- Evaluate/access and respond to inquiries from the Court, ACS’ Divisions and Contract Agencies by reviewing CONNX records, PH Reports, Court Action Summaries, LTS, and/or UCMS, in order to ensure that accurate and appropriate information is provided by FCLS.

ADMINISTRATIVE DIRECTOR OF SOC - 1005C

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
