Description

The Navigator serves as a key connection point between Community Progress Council and the York County community, engaging individuals and families through outreach, recruitment, and enrollment services. As the first point of contact, the Navigator delivers exceptional customer service, builds trusted relationships, and connects participants to the programs and resources that best support their goals.

Through a family-centered and culturally responsive approach, the Navigator assesses needs, responds to individuals in crisis, coordinates referrals, and facilitates smooth transitions to ongoing coaching and support services. This role also fosters strong partnerships with community organizations to expand access to resources and help individuals and families move toward greater self-sufficiency.

Essential Duties and Responsibilities:

  • Serve as a knowledgeable resource on CPC programs, actively recruiting, enrolling, and connecting families to the services that best meet their needs.
  • Provide exceptional customer service by managing walk-ins, phone inquiries, and appointments while collaborating with team members to ensure a seamless client experience.
  • Build and maintain strong community partnerships to coordinate referrals, expand access to services, and identify unmet community needs.
  • Conduct client interviews and comprehensive assessments to determine eligibility, develop goals, and connect families with appropriate resources.
  • Maintain accurate and timely client records, documentation, data entry, and reporting while ensuring confidentiality and compliance.
  • Advocate for clients and assist with applications related to employment, childcare, utilities, and other self-sufficiency supports.
  • Represent CPC at community events, outreach activities, committees, and health fairs to strengthen community engagement and awareness.
  • Participate in ongoing professional development and support administrative and programmatic needs as required.

Requirements

Education and Qualifications: 

  • Education & Experience: High school diploma or GED required; college coursework preferred. Experience in social services, human services, public health, communications, or a related field serving individuals and families.
  • Communication & Engagement: Strong interpersonal and written communication skills with the ability to build trust and connect with diverse populations. Bilingual English/Spanish and/or Haitian Creole preferred.
  • Collaboration & Flexibility: Team-oriented professional who thrives in a fast-paced environment and adapts easily to changing priorities and community needs.
  • Transportation & Reliability: Valid Pennsylvania driver's license, reliable transportation, and consistent responsiveness through phone, email, and virtual platforms.
  • Community-Focused Service: Willingness to travel between CPC locations and support occasional evening and weekend events, outreach efforts, and program activities.
  • Technology Skills: Proficient in Microsoft Office Suite and comfortable using technology to support client services, documentation, and communication.
