Nuclear Safety Program Manager

Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Nuclear Safety Program Manager and join our team located in Carlsbad, New Mexico.

Responsibilities

The successful candidate will support the Nuclear Safety Engineering team. The successful candidate will manage day-to-day activities, priorities, and organization of the WIPP Nuclear Safety Basis Development Team. The successful candidate will approve and control safety basis documentation and will approve required safety basis supporting documents. The candidate will lead changes to the WIPP Documented Safety Analysis (DSA) and Technical Safety Requirement (TSR) documents to meet 10 CFR 830.204 using the safe harbor methodology as described in DOE-STD-3009-2014. The candidate will be responsible for regular communication with internal and external customers on progress and planning of Nuclear Safety Basis development and maintenance activities. The candidate will perform regular reviews of Nuclear Safety personnel and will provide for career development of these individuals. This position requires interaction and coordination with various site organizations, e.g., Engineering, Work Control, Operations, Quality Assurance, Maintenance, National TRU Waste Program, Packaging and Transportation, and Regulatory Environmental Services. Expectations include: Assigning and overseeing Nuclear Safety personnel for addressing compliance issues from internal and external sources, overseeing internal and external reviews of nuclear safety programs, following corrective actions through completion or resolution. In addition, this candidate will direct, review, and approve NS program initiatives. The successful candidate must have experience interfacing with various levels of management, internal and external, on large projects similar to WIPP.

Minimum Requirements

Education and Experience

• Bachelor’s degree with nine (9) years of relevant experience (experience must include a minimum of 9 years experience in DOE Facility Safety Basis development, implementation, or maintenance), or


• Associate's Degree with thirteen (13) years of relevant experience (experience must include a minimum of 10 years experience in DOE Facility Safety Basis development, implementation, or maintenance), or


• High School Diploma or equivalency with seventeen (17) years of relevant experience (experience must include a minimum of 10 years experience in DOE Facility Safety Basis development, implementation, or maintenance) is required. 


• Must be able to obtain a WIPP Manager/Supervisor Qualification (MGMT-01) within two (2) years of start date.


• Must be 18 years of age.


• Must be authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future.


• Must be able to obtain a Department of Energy badge for access to the WIPP Site (even if teleworking, must still be able to comply with security requirements to obtain a badge).


• Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.

Preferred Requirements

• Bachelor's Degree in Science or Engineering.


• Broad, experience-based knowledge of WIPP operations and engineering principles, methods and associated regulatory requirements.


• Broad, experience-based knowledge of other DOE facility safety bases developments or implementations.


• Experience with technical writing and good oral communication skills.

Salary Range

$134,030 to $237,594 per year. Exempt grade level(s) 36-38. The specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
