Job Description - Operations Analyst, Patient Compensation Fund

The Operations Analyst: PCF Compliance is responsible for overseeing multi state Patient Compensation Fund (PCF) filings, ensuring regulatory compliance, supporting financial reconciliation, and providing operational guidance across several functional areas. This role requires a high level of analytical expertise, sound decision making, strong communication skills, and the ability to influence without formal authority. The Analyst will operate with independence, manage time sensitive regulatory deadlines, and support the organization’s compliance obligations.

JOB DESCRIPTION:

Key Responsibilities

Regulatory Compliance & Analytical Review

  • Independently manage and process PCF filings across multiple states.
  • Identify and resolve compliance gaps, discrepancies, and potential risks.
  • Maintain documentation, policies, and procedures related to PCF submissions.
  • Support Legal with provider appeals, state inquiries, and SOP updates associated with legislative or regulatory changes.
  • Ensure adherence to filing requirements to mitigate fines, penalties, or compliance exposure.

Financial Analysis & Reconciliation

  • Analyze and reconcile differences between surcharge filings and booked amounts.
  • Assist with reconciliation activities for captive and large‑account filings.
  • Prepare and validate supplemental invoices and financial documentation for brokers and internal stakeholders.
  • Provide financial insights to support operational decisions and ensure alignment between billed and filed amounts.

Stakeholder Communication & Cross‑Functional Collaboration

  • Serve as a liaison with Legal, Underwriting, Billing & Collections, state agencies, and external partners.
  • Draft formal communications, including regulatory responses and inquiries from state entities.
  • Track and report outstanding PCF items, including unmatched transactions and resolution progress.
  • Provide professional, concise, and executive‑ready communication to leadership as needed.

Leadership & Subject Matter Expertise

  • Act as a subject‑matter expert (SME) on PCF processes, metrics, and performance baselines.
  • Provide guidance and informal coaching to Processing Specialists to ensure accuracy and compliance with established procedures.
  • Support operational workflow by validating that work items are properly documented and completed.

Project & Time Management

  • Manage multiple state filing cycles concurrently while maintaining compliance with all deadlines.
  • Support annual renewal cycles, special initiatives, and complex filing projects.
  • Maintain accurate and organized documentation within SharePoint, DMF, and other internal systems.
  • Prioritize workload effectively to support timely and compliant filing execution.

Skills, Knowledge and Abilities

  • Strong analytical and problem‑solving skills with demonstrated ability to exercise independent judgment.
  • Experience working in a compliance‑driven, regulatory, legal, financial, or insurance environment.
  • High level of accuracy and attention to detail, with the ability to identify and resolve discrepancies.
  • Strong written and verbal communication skills, including experience preparing formal correspondence.
  • Ability to collaborate cross‑functionally and influence outcomes without direct authority.
  • Excellent organizational skills with the ability to manage multiple priorities.
  • Proficiency in Microsoft Office

Education and Experience

  • Bachelor's Degree or equivalent work experience and completion of applicable professional designations.
  • Minimum two years related experience including previous project experience.
  • Preferred: Experience with PCF filings or comparable regulatory programs, Background in insurance operations, underwriting support, or financial compliance and/or Experience interpreting regulatory guidelines or legal documentation.

In District of Columbia, California, Colorado, Connecticut, Illinois, Maryland, Massachusetts, New York and Washington, the national base pay range for this job level is $47,000 to $78,000 annually. Salary determinations are based on various factors, including but not limited to, relevant work experience, skills, certifications and location.
