Salary Range: $52,432.12 - $79,705.60
Works under the general direction of assigned management to oversee the daily operations of the Opportunity R3 (OR3) Program. Plans, coordinates, implements, and evaluates program services and initiatives to ensure effective service delivery, operational efficiency, and achievement of program objectives. Serves as the primary liaison between direct and indirect service providers to coordinate resources and ensure participants are connected with appropriate support services. Identifies operational challenges, recommends program improvements, and communicates program concerns, participant trends, and staff performance issues to leadership. Supervises, trains, mentors, and evaluates program staff to ensure quality service delivery, professional development, and compliance with established policies and procedures. Conducts regular team meetings to review participant progress, identify barriers to success, establish action plans, and support continuous program improvement. Provides staff training on program procedures, database functionality, reporting requirements, and customer service standards while fostering a positive, collaborative work environment. Researches, develops, and implements curriculum, evidence-based practices, and innovative strategies that support workforce development, educational programming, participant engagement, and overall program effectiveness. Develops workforce and educational pathways by creating participant candidate pools and coordinating referrals, assessments, and individualized service plans that prepare participants for employment, education, job shadowing, internships, and other career advancement opportunities. Develops and maintains collaborative partnerships with community organizations, educational institutions, employers, government agencies, faith-based organizations, and other stakeholders to expand program resources, increase participant opportunities, strengthen community engagement, and support long-term program sustainability. Represents the program by participating in meetings, committees, outreach initiatives, and special events while collaborating with City departments and external partners to enhance program capacity and funding opportunities. Prepares, reviews, and submits required reports, program evaluations, audits, statistical data, performance metrics, and other documentation, including weekly, monthly, annual, and special reports. Maintains accurate participant records, financial documentation, and program files to ensure compliance with organizational policies, funding requirements, and accountability standards. Assists with administering the program budget and maintaining financial accountability by processing and maintaining records related to stipend distributions, purchasing, receipts, office supplies, time sheets, leave requests, and other administrative functions. Ensures the safe and appropriate use of program facilities, equipment, and resources while maintaining compliance with established safety procedures and operational guidelines.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to operate general office equipment such as a personal computer and telephone. Requires the ability to operate an automobile. Requires some lifting and carrying objects such as office supplies weighing up to 15 lbs.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. Requires travel to other site locations throughout the city.
Bachelor’s degree and four (4) years professional experience in community affairs and administrative services; or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a driver’s license as a condition of continued employment. Working experience with Microsoft Office suite is strongly preferred.
