Job Description - Paraeducator, Birth to Five

Description

Under the supervision of the Department of Special Education Birth to Five Office, works in collaboration with school based and community partners in early childhood classrooms to model, coach, and support staff in implementing recommended strategies to ensure the best possible outcome for students.  Works with students individually, and in groups, providing self-regulation skills assistance, reinforcing instruction, and assisting with classroom management.  Performs other duties as assigned.

  • Travels to identified schools and community locations to provide direct support for students and staff in early childhood classrooms.

  • Implements and models evidenced based practices and strategies for early childhood students including data collection methods to school-based staff and community partners in collaboration with or under the supervision of the supervising Birth to Five team.

     

  • Assists and collaborates with school-based staff and community partners in working with early childhood students individually or in groups to reinforce instructional activities established by the teacher, support skills development, implement the IEP, and utilize evidence-based practices

  • Assists with the development and preparation of materials needed to implement recommended interventions and strategies.

  • Maintains accurate documentation of school and community visits as well as response to intervention.

  • Participates in consultation and collaboration with teachers and other school-based staff, or other meetings as needed with and/or under the supervision of the Birth to Five team.

  • Performs other duties as assigned 

 



Qualifications

 

MINIMUM QUALIFICATIONS: 

Education, Training and Experience:   

  • HS diploma or equivalent. 
  • Attainment of ONE of the following qualifications is required:
  • Forty-eight (48) college credits
  • ParaPro Assessment with passing score of 455 or higher before 9/1/2026

  • ParaPathways with minimum passing scores: Reading/Writing (332) and Mathematics (334) 

Foundations of Classroom Support with a minimum passing score of 220

  • Experience working with students in a classroom setting preferred.
     

Licenses and Certifications
N/A

Knowledge, Skills, and Abilities: 

  • Knowledge of working with individuals with developmental, emotional, social, physical and/or learning disabilities.  Knowledge of the educational system. 
  • Skill in communicating orally and in writing. Skill in establishing rapport with students, their families, and school-based staff.  Ability to establish and maintain effective work relationships with those contacted in the performance of required duties. Skill in collaboration and coaching.   
  • Ability to provide classroom and on-site services to students with special needs. Ability to supervise students and manage behavior.   
  • Knowledge of basic behavioral principles and interventions.  Ability to implement Behavior Intervention Plans and other interventions following explanation and training by Office of Special Education staff. 
  • Ability to model interventions and strategies recommended by Office of Special Education staff and provide feedback regarding implementation to additional adult assistants and other school-based staff. 
  • Ability to implement crisis intervention procedures as needed. 
  • Ability to use computers and related equipment, including assistive technology. 
  • Ability to maintain a high level of ethical behavior and confidentiality regarding students.     

 

PHYSICAL AND ENVIRONMENTAL CONDITIONS:   

  • The work of this class requires travel to schools, community locations, offices, and job sites throughout the Baltimore County area, and frequent physical efforts in the performance of job duties, which may include crisis intervention. 

 

CONDITIONS OF EMPLOYMENT: 

  • Employees in this class may be required to work afternoons, evenings, and weekends based on the schedules of students. 

 

FLSA Status: Non-Exempt 

Retirement: Eligible for the Maryland State Retirement System.

SALARY  Grade 31- 35 depending on education.  $23.05-$38.04 (Hourly Base Pay Scale for Non-Exempt Paraeducators Represented by ESPBC, Effective July 1, 2026)

Proof of Degree Equivalency:

  • Applicants who have obtained a degree from outside the United States are required to submit degree equivalence documentation from a MSDE approved Foreign Transcript Evaluation Agency. Pre-Employment Requirements:

  • All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. 
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience, you will be asked to provide a copy of DD214.
  • Official transcripts will be required upon hire and must be sent via escript/clearinghouse from your university.
  • Some positions will require employees to undergo a physical examination.
  • All newly hired personnel must attend a Benefits and Retirement Orientation meeting.
  • Additional job verification will be required for salary credit.
