What we’re looking for: Under general supervision, this role within the New Braunfels Police Department (NBPD), Support Services Division performs clerical and technical duties related to the processing, maintenance, and retention of police records, ensuring compliance with all applicable federal, state and local statutes, policies, and guidelines related to records management for NBPD; provides exceptional service to internal and external customers; and interprets statutes and legal decisions pertaining to the maintenance and release of records related to NBPD activities. This position requires a high level of integrity, sound judgment, quick decision-making, and ability to multi-task.

Police Records Clerk I Duties and Responsibilities:
- Provide exceptional customer service by offering professional guidance to callers and visitors in their requests for services and information, including directing all non-emergency calls to appropriate personnel.
- Communicate in a timely and professional manner with internal and external customers.
- Monitor lobby to ensure a professional, organized, comfortable, and safe environment for members of the public.
- Assist officers and other agencies by researching information, records, and dispatching non-emergency calls for service in the lobby.
- Collect statistical data and review case files for compliance and accuracy with state and federal guidelines with Uniform Crime Reporting (UCR) / National Incident Based Reporting System (NIBRS).
- Manage hardcopy and electronic police files and attachments. As needed, process open records requests according to the Open Records Act, and accident reports in accordance with Texas Department of Public Safety rules and regulations.
- Prepare and manage cases to be transferred to the appropriate agency for prosecution.
- Maintain absolute confidentiality of all records and information.
- Perform standard office duties such as scanning documentation, sorting mail, answering phone calls, and occasional cash handling tasks.
- Perform and assist with records retention activities.
- Perform notary duties as needed.
- Assist in training new team members as needed.
- May be required to testify in court to verify records on behalf of NBPD.
- Manage multiple tasks and projects simultaneously while under deadlines.
- Comply with all New Braunfels Police Department policies, procedures, state law and federal law to ensure the safety of personnel and the public.
- Perform other specialized duties related to area of assignment as assigned or required.
Police Records Clerk II Additional Duties and Responsibilities:
- In addition to those listed above, complete intermediate training for position-related responsibilities.
- Obtain familiarity with all tasks and processes within the Police Records Division.
Police Records Clerk III Additional Duties and Responsibilities:
- In addition to those listed above, complete advanced training for position-related responsibilities.
- Assist with submission of required information into NIBRS.
- Assist with the development of policies and procedures.
Your areas of knowledge and expertise that matter most for this role:
Education and Experience:
Police Records Clerk I
- High school diploma or GED; AND a minimum of two (2) years of clerical experience with a primary emphasis in customer service, OR an equivalent combination of education and experience.
- This position requires maintaining absolute confidentiality of all records and information. Therefore, you will be required to submit to a pre-employment polygraph examination as part of the pre-employment screening process.
Police Records Clerk II Additional Experience:
- In addition to those listed above, you must have five (5) years of direct experience in the field of Police Records with at least three (3) years of service with the City of New Braunfels. This requirement may be waived depending on Applicant’s qualifications.
- Maintain at least 24 hours of training biannually.
Police Records Clerk III Additional Experience:
- In addition to those listed above, you must have ten (10) years of direct experience in the field of Police Records with at least five (5) years of service with the City of New Braunfels. This requirement may be waived depending on Applicant’s qualifications.
- Maintain at least 24 hours of training biannually.
Required Licenses or Certifications:
- Must possess a valid Texas Driver’s License.
- Must be able to obtain technical certificates in Texas Law Enforcement Telecommunications System Access (TLETS) within one year of date of hire.
- Certification as a Notary Public License is preferred; ability to obtain and maintain Notary Public certification is required within a specified timeframe.
Required Knowledge and Skills:
- General office practices and equipment, including standard computer software applications. Possesses, and applies intermediate skills when entering information with speed and accuracy into a variety of systems.
- Assists with processing transactions via cash, check and credit card payment methods as needed.
- Capable of operating a telephone system with multiple lines and handling a high volume of phone calls.
- Effective and professional verbal and written communication skills.
- Performs a variety of clerical duties including but not limited to, composing correspondence and legal documents, mailing, faxing, scanning, and filing.
- Maintenance of physical and electronic records and files.
- Researching and compiling information by accessing multiple logs, records, and databases.
- Reading, analyzing, interpreting, and evaluating police reports, researching applicable police standards and procedures, city policies and guidelines and applicable State and Federal rules and regulations.
- Establishing and maintaining cooperative working relationships with City employees, other law enforcement agencies, judiciary entities, and the general public.
- Maintaining and enforcing all aspects of security in for confidential information, documents and records.
- Ability to organize, set priorities, effectively manage time and demands and make independent judgments under general supervision.
Preferred Knowledge and Skills:
- Bilingual (Spanish) in verbal and written communication.
- Basic functions, procedures, and policies of the City of New Braunfels, and New Braunfels Police Department.
- Applicable City, county, state and Federal laws, regulations, codes, and ordinances.
- Basic laws and regulations governing the release of information from law enforcement agency records.
- Principles of recordkeeping, case files, and records management.
- Uniform Crime Reporting Program / National Incident-Based Reporting System procedures.
Your Work Environment:
- Work is performed in a standard office environment subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to pull, push, lift, and carry items weighing up to forty (40) pounds.
- May be required to work immediately before, during or immediately after an emergency or disaster.
