Health Insurance Product Manager, Federal Markets

Tenavi Staffing is hiring a Health Insurance Product Manager for a healthcare organization. This is an opportunity to shape health plan products from initial strategy through launch and ongoing improvement, with direct ownership of the roadmap and a voice in decisions about market needs, pricing, and product performance.

You will work across product, regulatory, and operational teams to turn business priorities into deliverable plans. The role calls for someone who understands how to build competitive health insurance products while meeting CMS, state, and federal requirements.

• Define and own product vision, strategy, and roadmap aligned to organizational priorities.
• Translate strategic goals into prioritized product initiatives, features, and enhancements.
• Conduct market analysis, competitive intelligence, and customer insights to identify opportunities.
• Develop and present business cases, including financial modeling, pricing, and ROI.
• Own the end-to-end product lifecycle: ideation, design, development, launch, and optimization.
• Manage product roadmap, backlog, and prioritization across competing initiatives.
• Ensure proper product implementation handoff, delivery timelines, and quality standards.
• Ensure all product designs, benefits, and materials comply with CMS, state, and federal regulations.
• Partner with Regulatory to support filings, audits, and regulatory reviews.
• Integrate regulatory requirements into product design, timelines, and operational workflows.
• Stay current on evolving healthcare regulations and assess product impact.
• Identify and drive process improvements across product development.
• Evaluate new market opportunities, partnerships, and product enhancements.
• Support innovation initiatives aligned to digital health, value-based care, or benefit design.

Minimum Qualifications

• Bachelor’s degree.
• Five years of product management experience in healthcare or a related field.

Preferred Qualifications

• Master’s degree.
• Two years of experience with Medicare Advantage and/or ACA products.
• Product strategy and roadmap ownership.
• Strong analytical and data-driven decision-making skills.
• Stakeholder influence and executive communication.
• Understanding of the healthcare regulatory environment, including CMS and state filings.
• Financial and business acumen.
