Thalle Construction Co., Inc. (“Thalle”) is currently seeking a Business Development Proposal Coordinator.  The Proposal Coordinator will report to the Proposal Manager and work closely with and support the estimating team. The ideal candidate will be a highly motivated team player with a strong work ethic providing an excellent long-term opportunity within the company. This position is located out of our office in Alvarado, Texas.


Thalle, established in 1947, is a heavy civil construction company with a corporate office in Hillsborough, NC and a regional office in Alvarado, Texas.  Thalle has construction projects throughout the South East, Texas, and New Jersey with growth nationwide.  Our diverse and expansive project scope of heavy civil infrastructure projects includes dams, reservoirs, locks, DOT roadway construction and bridges, large diameter utilities, landfills, mass excavation, wastewater, on-demand emergency services.

Job Title:  Business Development Proposal Coordinator


Salary:  Competitive compensation package.


Essential Duties and Responsibilities



  • Lead coordination and production for mid-size to large, complex competitive proposals from kickoff through delivery.

  • Develop proposal schedules, outlines, storyboards, and compliance matrices; help run kickoff and color-team reviews in partnership with the Proposal Manager.

  • Serve as the department’s content library and process authority, defining and improving standards, templates, and workflows (including the SharePoint content library).

  • Contribute to win themes and competitive strategy; conduct client research and competitor analysis.

  • Coordinate directly with estimating leadership, partner firms, and clients on pursuit logistics and submission.

  • Maintain the Division of Responsibility (DOR) and pursuit calendar for assigned pursuits.

  • Mentor and provide work direction to Proposal Coordinator 1 and 2 staff; review their work for compliance and quality.

  • Produce advanced, technically sound proposal graphics, layouts, and presentations using Adobe InDesign; execute final production under the overall design direction of the Proposal Manager.Capture lessons learned and integrate process improvements into future pursuits.

  • Conduct all business activities with uncompromising integrity, professionalism, and confidentiality.


Education and/or Work Experience Requirements



  • Bachelor’s degree in Marketing, Business, English, Journalism, Communications, Engineering, or a related field, with 4–6 years of proposal coordination/development experience, preferably in the A/E/C or heavy civil construction industry.

  • Working knowledge of government contracting processes and the full proposal life cycle.

  • Expert proficiency in Microsoft Office Suite and desktop publishing; advanced Adobe Creative Cloud (InDesign) skills.

  • Experience building and maintaining SharePoint content libraries.

  • Proven ability to manage multiple complex proposals simultaneously under strict time constraints.

  • Strong leadership, organization, attention to detail, and follow-through.

  • Ability to work independently and to mentor and direct the work of others.


Physical Requirements



  • Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards.

  • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA, and other federal, state, and local standards.

  • Must be able to lift and carry up to 50 lbs.

  • Must be able to talk, listen, and speak clearly on the telephone.
