CEG is seeking a detail-driven, accountable Contractor Quality Control System Manager (CQCM) to lead contractor quality control and compliance on heavy civil and environmental construction projects. As a Quality Control Manager at CEG, you will be responsible for implementing and managing the Contractor Quality Control (CQC) program, ensuring compliance with federal standards, and maintaining complete, audit-ready documentation across all phases of construction.

What You’ll Do:
Quality Control Execution
- Develop, submit, and implement the Contractor Quality Control (CQC) Plan, including the Coordination and Mutual Understanding Meeting with the Government
- Serve as the designated Quality Control Manager on federal projects
- Conduct the three-phase control system (preparatory, initial, and follow-up) for each definable feature of work, and document each phase in the daily CQC report
- Verify all work complies with contract documents, plans, and specifications
- Maintain a physical presence on site at all times during the performance of work
- Manage CQC staff, designated representatives, and specialized QC personnel, and issue their letters of direction
- Lead completion inspections, including punch lists, the Government pre-final inspection, and the final acceptance inspection
Federal Project Compliance
- Execute quality control processes in alignment with federal contract requirements
- Interface directly with USACE, NAVFAC, inspectors, and government QA representatives
- Review and certify all submittals for contract compliance, including subcontractor and supplier submittals, and manage RFIs and quality documentation workflows
- Maintain compliance in highly regulated federal environments
- Manage testing requirements, including coordination with testing laboratories and verification of test results
- On design-build projects, coordinate with the Design Quality Control Manager and stamp design submittals as required
Coordination & Issue Resolution
- Work closely with Superintendents, Project Managers, and field teams
- Identify deficiencies early and drive corrective action
- Enforce quality standards and stop work when necessary to prevent non-compliance
- Support alignment between field execution and contract requirements
- Maintain the independence of the CQC program, with authority to stop non-compliant work
- Review and sign Activity Hazard Analyses (AHAs) with the Superintendent and SSHO
Documentation & Reporting
- Maintain accurate daily QC reports and inspection logs
- Track deficiencies, corrective actions, and completion status
- Ensure all documentation is complete, organized, and audit-ready
- Support project closeout and turnover documentation
What You Bring:
Required Qualifications
- Minimum of 10 years of construction experience on projects of similar type and complexity, including at least 5 years as a Contractor Quality Control Manager / CQC System Manager
- Completed USACE/NAVFAC Construction Quality Management for Contractors (CQM-C) Training within the past 5 years
- Strong understanding of construction specifications and contract requirements
- Current USACE/NAVFAC Construction Quality Management for Contractors (CQM-C) certification, completed within the past 5 years (the certification expires after 5 years and must stay current)
- OSHA 10 and OSHA 30 certifications
- Ability to pass background checks and obtain access to military installations
- Ability to remain on site full-time on assigned projects, with up to 90% travel to project locations nationwide
CQC System Manager qualifications are submitted in résumé format as part of the CQC Plan and are subject to acceptance by the Contracting Officer
Preferred Experience & Credentials
- Bachelor's degree in engineering, architecture, or construction management
- Experience with design-build quality control and Design Quality Control plans
- Experience with heavy civil, infrastructure, or environmental construction
- OSHA 40-hour HAZWOPER certification
- Experience working on Department of Defense or other federal projects
- Experience in MS Office, ProCore, Bluebeam

Compensation & Benefits
- Salary $90,000 - $125,000 per year (commensurate with experience and location)
