-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

-Or completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in financial administration.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE\: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

Job Skills: Accounting and Finance


This is a remote position where the selected employee will work from home.  

 

Management Consulting\: Provides leadership and direction to fiscal consultants and support staff in the Office of Budget and School Funding, Financial Analysis and Oversight

·         Supervises staff directly involved in financial forecast process;

·         Plans, develops & manages administrative programs for fiscal distress, fiscal caution, fiscal watch and fiscal emergency school districts;

·         Supports & improves submission, compliance, & use of school district financial forecast data;

·         Develops and updates training materials, website content, and monitoring and tracking system; ensures retention policies and accessibility standards are maintained for department files;

·         Collaborates with agency staff (legal, data managers, EMIS) and external entities (school administrators, other state agencies, bond counsel);

·         Directs administrative action required to respond to questions & inquiries from superintendents, treasurers, & data acquisition sites regarding fiscal distress plans;

·         Provides status reports to legislator & DEW administrators;

·         Interprets laws & administrative rules;

·         Develops policy, procedures, processes & guidelines; and

·         Analyzes forecasts.

 

Fiscal Oversight\: Plans, develops, and manages administrative programs for school districts in fiscal distress, fiscal caution, fiscal watch, and fiscal emergency  

·         Interprets laws and regulations, consults with the Department’s legal counsel for advice and disseminates information to promote compliance;   

·         Develops, implements and redesigns financial analyses, written plan templates, financial recovery plan templates, presentations and/or other guidance materials;  

·         Recommends districts for fiscal oversight designation and release; 

·         Monitors compliance with state laws and regulations regarding fiscal oversight, financial recovery plans, fiscal solvency and financial integrity;  

·         Facilitates development of school district-specific written plans and financial recovery plans; 

·         Critically examines and/or edits documents for compliance, accuracy, quality and clarity; 

·         Evaluates and approves/disapproves school district written plans and financial recovery plans. 

 

Serves as chairperson or secretary/monitor to an assigned Financial Planning and Supervision Commissions on behalf of the Superintendent of Public Instruction (pursuant to Section 3316.05; 3302.10 ORC). 

·         Prepares materials for Financial Planning and Supervision Commissions\:  

·         Reviews local board of education actions and develops commission agendas; 

·         Recommends approval/disapproval of local board actions, proposed expenditures and budget revisions;  

·         Prepares commission meeting minutes and maintains official commission records. 

·         Responds to public information and record requests; 

·         Interprets laws and regulations, consults with the commission’s legal counsel, the Attorney General, for advice and disseminates information to promote compliance; and

·         Provides facilitative leadership to “fiscal emergency” commission members.

 

Bond Finance Duties\: Manages and supports the agency processes for establishing requirements and approving requests for bond financing.

·         Reviews requests for bond-related approvals to determine financial impact and makes recommendations.

·         Ensures requests comply with statutes, policies, and requirements; recommends approval.

·         Coordinates with bond counsels, school treasurers, and the Office of Chief Legal Counsel to resolve any concerns to obtain agency approval.

·         Develops and maintains bond financing applications; communicates status and prepares official approval documents.

·         Collaborates with OBM, Department of Taxation, and Auditor of State;

 

Unusual Working Conditions: Requires travel throughout State of Ohio & may require overnight stay. (Must be willing & able to secure a valid Driver’s License OR supply your own transportation).
