Program Manager - Compeer

The Program Manager of Chester County Compeer plans and administers a community-based, all-volunteer support service connecting adults in mental health recovery in friendships with caring, trained volunteers while maximizing community participation and helping people recognize their full potential. In addition, this individual delivers services designed to promote the stability, recovery and community integration for adults with mental health challenges. The Program Manager operationalizes MHP’s and Compeer’s Mission and Vision statements using the “Compeer Matching Process and Referral Protocol” and “Compeer Best Practices.”

This is a fully remote position. Candidates must reside in the Chester County Area. The schedule will be Monday - Friday, 8:00AM - 4:00PM. The salary range for this position will be between $52,000 - 54,500 annually.

COMPEER – CHESTER COUNTY SERVICE RESPONSIBILITIES

• Recruit, match and retain volunteers and people in recovery.
• Interview, screen, train and support matched friends.
• Educate and encourage adults in recovery and their mental health professional to consider Compeer, gaining the necessary referrals and making Compeer part of their recovery program.
• Provide support to pending referrals through interim Compeer services before one-to-one matching happens, using newsletters, events, phone calls, e-mails, etc., to provide support and involvement.
• Provide ongoing “in-reach” with roughly 85 program participants (including volunteers), using e-mail, phone calls, newsletters, personal contact and social networking.
• Engage in community outreach to increase Chesco Compeer’s visibility in the community and generate referrals and partnerships.
• Assist Service Director with the development and management of program budget.
• Ensure the planning and implementation of all participant services.
• Supervise written record-keeping activities, e.g., on-call logs, incident reports, progress notes and participant charts.
• Maintains good working relationships with outside agencies
• Responsible for intake/referral process of new participants
• Reviews/approves all enrolling and closing of participants
• Adjusts service as requirements change

SUPERVISION & LEADERSHIP

• Conduct regular supervisory meetings with the Coordinator – Compeer.
• Provide leadership and direction to Compeer’s Advisory Board members, all of whom may perform or assist with many of the core duties.
• Conceive, plan and stage Compeer’s quarterly county-wide events, fund raising activities, Advisory Board meetings and special programs with other MH/IDD organizations.
• Create and maintain positive relationships with program funders and governing authorities, developing diverse sources of private funding to complement public funding. Write grants and maintain financial reporting.
• Conduct “outreach” using public relations and marketing strategies to educate and promote Compeer throughout Chester County. Tools and techniques include the Internet in the form of web sites, social networking and e-mail, public speaking engagements at religious and community organizations, local businesses, schools, colleges, and publicity/advertising via brochures, posters, bookmarks, media outlets.

PROFESSIONAL

• Contribute to MHP long-term strategies and projects.
• Recommends best practices to address internal and/or external challenges to the services provided.
• Develop innovative services and/or processes and provides guidance in solving complex problems that may impact Chesco Compeer services.
• Manage projects with moderate resource requirements, and monitors and control project related costs.

ADMINISTRATIVE

• Execute activities related to assigned area, and oversees work activities to ensure effective service delivery and data quality.
• Interface routinely and effectively with Chester County MH/IDD officials, providing performance data, dialogue and an accurate picture of service delivery and unmet need.
• Ensure adherence with all accreditation, certification and regulatory standards.
• In collaboration with Division Director, review, develop and implement services for unmet needs.
• Establishes efficient work processes, and produces agreed upon reports for senior management including:
• Review and review and revise forms, manuals and guides of the service, of staff policy and procedures as necessary
• Responds to or assists other services of MHP as necessary
• Notifies Division Director, in a timely way, of any problems or concerns
• Ensures staff understands regulations and procedures and receives ongoing development
• Provide data for written reports requested by city, state, or federal funding sources.

OTHER DUTIES

• Reports any activities that may violate established laws, regulations, policies or procedures. Raises questions about any actions contrary to law or policy taken by another staff member or employee or yourself and reports the matter to division director or to the Director – Compliance and/or Human Resources.
• May be required to attend and testify at unemployment hearings as needed.

• Perform other related work as assigned.

ENTRY LEVEL REQUIREMENTS

• Bachelor’s Degree and required.
• 3-5 years of mental health experience required.
• A self-starter with the ability to self-motivate.
• Patience, creativity, flexibility, compassion, tactfulness, and sensitivity; ability to work cooperatively with a wide variety of individuals
• Problem solving abilities
• Organized and reliable, with responsiveness to needs in a timely fashion.
• Good with teamwork (with another staff member)
• Excellent interpersonal, communication and writing skills required.
• Comfortable with public speaking and leading small meetings.
• Proficient computer literacy in Microsoft Office, e-mail and the internet required.
