The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

To perform independently a wide range of administrative tasks in ORPA's primary functional areas. Responsibilities include reviewing proposals for consistency with University and sponsor policies, negotiating sponsored program agreements, and providing assistance to those who apply for and receive external support. Demonstrates working knowledge and technical expertise of University and sponsors' policies and procedures. Holds signature authority for assistance awards, sub-recipient awards and University proposals up to $750,000 per year.

ESSENTIAL FUNCTIONS

  • Reviews and submits the complete range of funding proposals to public and private sponsors, including complex RFP’s in support of federal contracts.  Ensures that all proposals conform to University and sponsor policies and provides guidance to University applicants. 
  • Independently negotiates contracts and grant terms and conditions to conform to University policies and business practices. Assumes responsibility for performing activities on all contracts and grants supported by a wide range of public or private sponsors. Applies a variety of policies and regulations to unique situations, articulates approaches to complex situations and provides guidance to the University community on the administration of awards.  
  • Maintains responsibility for tasks to be performed by setting priorities and analyzing proposals and awards.  Advises other subordinates or peer staff on sponsored program issues and about the priority of work to be done. Provides guidance to ORPA staff with respect to account establishment, proposal and award input and internal notice of award requirements. May be delegated to review work of entry-level research administrators.
  • Maintains good working relations with faculty, staff, sponsors' grant and contract officers and sub-recipient sites.  Maintains good working relations with all University offices involved in sponsored funding, including UR Ventures, Office of Research  Accounting and Costing Standards, Research Subjects Review Board, Research Privacy Officers, Office of Clinical
  • Research, University Audit and Office of Counsel. 
  • Writes, negotiates, authorizes, and administers lower-tier sub-recipient award documents according to University and sponsor policies, including the Federal Demonstration Partnership terms and conditions.
  • Utilizes, and maintains expertise in, the University’s Integrated Online Research Administration System (IORA) in order to process proposals, negotiate awards, Maintains working knowledge of Electronic Research Administration (ERA) systems of various University sponsors in order to submit proposals and assist faculty and staff.  
  • Provides guidance to assigned University departments on post-award issues, such as allowability of costs, rebudgeting requests to sponsors, requesting and approving no-cost extensions, and overall program management.
  • As assigned, assumes responsibility for special projects and studies.  Develops or coordinates the development of major portions of University-wide policy, educational programs and represents ORPA at policy level meetings. Performs other related duties, including the presentation of seminars and instruction of sponsor and federal requirements and regulations, University policies and procedures and sponsored program compliance.
  • Keeps abreast of trends, such as sponsors' policies and procedures, as they relate to the field by attending seminars, professional meetings and courses that enhance personal development and strengthen the user function.  Participates in professional meeting sessions or workshops as resources and time permit.


MINIMUM EDUCATION & EXPERIENCE

  • Bachelor's degree and training in an administrative area (e.g., Management, Accounting, Finance, Law, or Public Policy) required
  • 4-6 years of related research administration experience; or an equivalent combination of education experience required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Contract negotiation, problem solving, communication and organizational skills, ability to prioritize workload, hard drive and software computer skills, budgeting knowledge required

LICENSES AND CERTIFICATIONS

  • CLASP Certification required
