Program Overview

Insight Housing's Housing portfolio manages a comprehensive continuum of care, starting with immediate crisis relief through the Men's and Women's Emergency Overnight Shelters and the foundational Meals Program. This foundation is integrated with structured stability programs, including Transitional Housing for Veterans delivered via the Grant and Per Diem (GPD) program. Our long-term strategy focuses on maintaining housing security through diverse permanent options, specifically Permanent Supportive Housing (PSH) for the chronically homeless and specialized Licensed Adult Residential Facilities (ARFs), ensuring a systematic pathway for clients moving from homelessness to long-term stability.

Position Summary

The Resident Advocate Supervisor oversees the daily operations and supervision of Resident Advocates at either the men’s shelter or women’s shelter. This position ensures continuous 24/7 staffing coverage, provides direct supervision and support to frontline staff, and ensures a safe, supportive, and trauma-informed environment for residents. The Supervisor reports directly to the Program Manager and works primarily swing shifts.
Schedule: Swing shift (4:00 PM – 12:00 AM); either Tuesday–Saturday or Sunday–Thursday.

Essential Duties and Responsibilities

  • Prepare, manage, and maintain staff schedules to ensure full coverage for 24/7 shelter operations.
  • Ensure all shifts are covered, including coordinating on-call staff and filling shifts as needed including evenings, weekends, or holidays.
  • Provide day-to-day supervision, coaching, and support to Resident Advocates.
  • Monitor staff performance, attendance, and adherence to policies and procedures.
  • Respond to operational issues, resident concerns, and emergencies during assigned shifts.
  • Ensure Resident Advocates follow safety protocols, de-escalation practices, and trauma-informed care standards.
  • Communicate staffing needs, incidents, and operational updates to the Program
  • Manager and complete required documentation.
  • Support onboarding and training new Resident Advocates.
  • Promote a respectful, inclusive, and supportive environment for residents and staff.
  • Participate in meetings, case conferences, and trainings
  • Monitor facility safety, cleanliness, and maintenance concerns.
  • Review reports, logs, and case notes for quality and compliance.
  • Enforce program rules, policies, and procedures consistently and fairly

Minimum Qualifications

  • High school diploma or GED required; Associate’s or Bachelor’s degree in Human Services, Social Work, Psychology, or a related field preferred.
  • Minimum of 2 years of experience working in a shelter, interim housing, residential program, or similar congregate care setting.
  • At least 1 year of experience in a supervisory, lead, or shift-lead role, or demonstrated experience providing oversight of staff during assigned shifts.
  • Experience working in 24/7 operations, including evening, overnight, or swing shifts.
  • Demonstrated knowledge of shelter operations, safety protocols, and crisis response.
  • Ability to prepare and manage staff schedules and ensure full shift coverage, including use of on-call staff.
  • Experience supervising frontline staff and addressing performance, attendance, and conduct issues.
  • Strong written and verbal communication skills

Preferred Qualifications

  • Experience working in Veteran-serving programs or with individuals experiencing homelessness.
  • Training or experience in trauma-informed care, de-escalation, and conflict resolution.
  • Familiarity with incident reporting, documentation standards, and compliance requirements.
  • Prior experience supporting onboarding and training of frontline staff.
  • Bilingual or multilingual abilities relevant to the population served.

  • Ability to supervise staff in fast-paced, high-stress environments.
  • Strong problem-solving skills and ability to make sound decisions during crises.
  • Ability to enforce policies consistently while maintaining a supportive team culture.
  • Ability to de-escalate conflicts and model calm, respectful interactions.
  • Strong organizational skills to manage schedules, shift coverage, and daily operations.
  • Ability to maintain confidentiality and handle sensitive situations professionally.
  • Commitment to trauma-informed, client-centered, and culturally responsive practices.

Special Requirements

  • Ability to work assigned swing shifts (4:00 PM – 12:00 AM) on either Tuesday–Saturday or Sunday–Thursday schedules.
  • Ability to remain on site and responsive during assigned shifts.
  • Successful completion of background checks as required by funders and agency policy.
  • Must be able to obtain TB clearance
