Job Description - Resident Opportunities for Self-Sufficiency (ROSS) Coordinator

Are you a social worker or human services professional who's energized by direct community engagement? Do you thrive when you're out in the field, sitting at kitchen tables with families, connecting people to life-changing resources, and watching individuals transform their circumstances? If so, LRHA wants to hear from you.

We're looking for a passionate, people-first ROSS (Resident Opportunities for Self-Sufficiency) Coordinator to join our team and serve as a catalyst for economic independence among our residents. This is a hands-on, relationship-driven role rooted in the community.

What You'll Actually Be Doing

This role is active, dynamic, and deeply human. Your days will rarely look the same. You'll spend significant time out in the community, in residents' homes, at community events, at partner agency offices, and at LRHA properties, building trust and removing barriers to self-sufficiency.

Specifically, you will:

  • Meet residents where they are by conducting in-home visits, phone interviews, and one-on-one meetings to assess needs across areas like employment, finances, housing stability, childcare, and health

  • Develop individualized case plans that help residents identify their strengths, address barriers, and build toward economic independence and, where applicable, homeownership

  • Connect residents to real resources, making meaningful referrals to employment programs, financial literacy services, early childhood education, mental health support, and more

  • Build and sustain community partnerships with local nonprofits, businesses, faith communities, and service agencies to expand the resources available to residents

  • Plan and facilitate workshops, trainings, and community events on-site at LRHA properties and throughout the Lynchburg community

  • Support resident leadership by serving as an advisor and liaison to Resident Councils

  • Document and track your impact through accurate case notes, participation records, and grant reporting, ensuring program accountability and continuous improvement

  • Promote early childhood development by educating and connecting families with young children to appropriate learning and development resources

Who You Are

You are a natural connector. You lead with empathy, but you're also organized and accountable. You understand the complex, intersecting challenges facing low-income families, and you're equipped, and motivated to help navigate them.

You bring:

  • A genuine passion for community-based social services and resident empowerment

  • Strong case management skills, including intake, assessment, goal-setting, and follow-up

  • The ability to build trust quickly with individuals from diverse backgrounds and circumstances

  • Comfort working independently in the community and collaborating closely with a team

  • Solid knowledge of local and regional social service resources or a strong drive to learn them

  • Professional communication skills, both written and verbal

  • Competency in MS Word, Excel, and Outlook, with the ability to learn new software as needed

Qualifications

  • Required: Bachelor's degree in Social Work, Counseling, Human Services, or a related field, plus at least 3 years of experience in case management or direct services with low-income individuals or families

  • An equivalent combination of education, training, and relevant experience may be considered

  • Valid driver's license and insurability under LRHA's vehicle plan (local travel is a regular part of this role)

Important: What This Role Is (and Isn't)

This is a fully on-site, community-facing position, not a remote or hybrid role, and not primarily an administrative one. While documentation and reporting are essential components, the heart of this job is direct engagement with residents and community partners. You should expect to spend meaningful time outside the central office, working in LRHA communities and across Lynchburg.

Office hours: Monday–Friday, 8:00 AM–5:00 PM, reporting to LRHA's central office with regular community-based work throughout the week.

Compensation & Benefits

  • Starting hourly wage: $20.00–$26.00/hour; commensurate with experience and qualifications

  • Generous retirement plan

  • Medical, dental, vision, and life insurance

  • Paid time off and holidays

  • A mission-driven team committed to making Lynchburg a place where every resident has the opportunity to thrive

Lynchburg Redevelopment & Housing Authority is an Equal Opportunity Employer / Equal Housing Opportunity provider. We welcome applicants who reflect the communities we serve.

Ready to put your social services skills to work for lasting community change? Apply today and help Lynchburg residents build the futures they deserve.
