Safety Sensitive:              This position is designated as safety/security sensitive and is subject to pre-employment, reasonable suspicion and random drug and alcohol screening.

GENERAL DESCRIPTION OF POSITION

Functions as a general mechanic in all phases of maintenance and repair of gasoline and diesel driven automotive and related equipment as well as the Road Department shop.  Work ranges from general maintenance and repair to complete overhauls of engines and transmissions, electrical wiring, refrigeration and fabrication.  Employees work under general supervision, using independent judgment as to method of repair after receiving a repair order.  A supervisor checks the work during its progress and gives final inspection at the completion of the job.  This position is designated as a "safety sensitive position" as defined by Act 593 of 2017.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Inspect, diagnose, and locate complex mechanical problems in vehicles and equipment used in road construction.
   


2. Inspect, diagnose and tune up engines, replace ignition parts, clean and adjust carburetors in equipment used in road construction.
   


3. Inspect, adjust and replace necessary units and related parts including internal and external engine work. 


4. Make needed repairs and perform preventive maintenance oil changes and check fluid levels.
   


5. Perform on-the-road or job site repairs safely and independently.
   


6. Instruct less experienced employees in the proper procedure and techniques for inspecting or diagnosing equipment used in road construction. 


7. Maintain work, time and material records for all vehicles and equipment used.


8. Maintain shop cleanliness, complete paperwork, repair and change tires on vehicles.
   


9. Must complete repairs correctly according to industry standards.
   


10. Must be willing to periodically perform stand-by and call back duties and be available for call outs and overtime when needed.
    


11. Perform some cosmetics and body repair.
    


12. Fabricate and install components.


13. Maintain welding that needs to be done on equipment.
    


14. Performs work on roadways during emergencies such as flooding, snow etc. along with other Road Department staff.
    


15. Attend departmental meetings, functions and safety training as required.
    


16. Perform any other related duties as required or assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

High School Diploma or GED with knowledge of a specialized field (however acquired), such as automotive preventive maintenance,  proficiency in using hand tools, power tools, etc. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 7 years related experience and/or training, and 12 to 18 months related management experience, or equivalent combination of education and experience.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

• Required to pass a physical and pre-employment drug screen and random drug screens throughout employment with Saline County;


• Possess a Class "A" Commercial Driver’s License;


• Registered under the Federal Motor Carrier Safety Administration Drug & Alcohol Clearinghouse and give consent to Saline County or Saline County’s third-party administrator to conduct a full query to check if prospective employees are prohibited from performing safety-sensitive functions such as operating commercial motor vehicles due to an unresolved drug and alcohol program violation.  An annual query is conducted on all CDL employees.


• Certifications include vehicles up to an including heavy duty and some certifications require on the job training for up to 3 years before the employee can apply for training. Certifications that must be obtained during that period are auto maintenance and light repair, brake inspection, heavy duty friction and air disc brake, heavy duty wheel bearing training, suspension and steering and preventative maintenance and inspections, welding certificate, electrical/electronic systems, heavy duty vehicle air conditioning theory, service procedures and testing AC certification.

Outside working environment, wherein there are extremely disagreeable working conditions most of the time (e.g., Hot mix paving in constant sun).

The noise level in the work environment is usually loud.

ADDITIONAL INFORMATION

• Possess considerable knowledge of vehicle and equipment mechanic, systems and repair techniques.


• Possess considerable knowledge and/or experience in the repair of all types of equipment used by the road department.


• Proficiency in using hand and power tools and diagnostic equipment.


• Ability to work independently and as part of a team.


• Ability to exercise sound judgment in evaluating situations and in making decisions.


• Ability to work outdoors and occasionally in cold or inclement weather.


• Ability to follow simple oral and written instructions.

The position may involve regular and irregular hours needed to perform related duties.  Work hours may be extended and/or employees will be placed required to work in the event of an emergency, disaster, manpower shortage, workload or work-in-progress.

ROAD MECHANIC

• Starting at a rate of $45,964 annually for a new hire.
  


• Applicants are required to pass a pre-employment physical and drug screen along with random drug screens throughout employment with Saline County.


• This position is scheduled to work Monday/Thursday, 6:30 AM to 4:30 PM with holidays off, dependent upon workload and inclement weather.  This position is considered an essential employee during a weather event and required to report to work as scheduled. 


• This position is designated as a “safety sensitive” position as defined by Act 593 of 2017. An essential function of this position is the ability to work in a contact state of alertness and in a safe manner.


• The applicant must be registered on the FMSCA Commercial Driver’s License Drug and Alcohol clearinghouse prior to employment or after obtaining a CDL to ensure the driver is not prohibited from performing safety sensitive functions.

• Group health, dental and life insurance is paid by the County for the employee’s coverage provided the employee obtain a wellness check within designated timeframe. 


• For employee retirement, the County contributes 15.32% per pay period of the employee’s gross towards the employee’s retirement through the Arkansas Public Employees’ Retirement System.
