Section Manager Astoria Operations Technical Services

Astoria Operations is seeking to hire a section manager for the Technical Services team. This role is pivotal in ensuring the safe, compliant, and cost-effective operation and maintenance of testing instrumentation, electronic equipment, safety materials, analog and digital meters, etc., while leading both management and union teams. In addition, the manager will collaborate with various groups to support and advance the companys clean energy commitments and sustainability goals.

• Governs and supports the effective scheduling and coordination of instrumentation testing, repairs and calibrations for various electronic equipment, hi-pot test sets, safety materials, analog and digital meters, transducers, maintenance of NIST certifications, etc.
• Oversees employees responsible for effectively scheduling, coordinating and directing the workforce to support the upgrade and maintenance of Unit Substation Automation (USA) systems, performing sound level surveys, ground grid testing, and cad-weld testing at various company facilities.
• Direct a management and union workforce in prioritizing daily work assignments and resource requirements to meet customer needs, budgets, and timeline constraints.
• Develops and manages budgets. Identifies and implements cost effective and customer-centric work processes.
• Collaborates effectively to understand and address customer needs along with collecting and analyzing data to determine root causes and business process improvement to enhance safety, reliability, and productivity. Able to then develop effective and actionable plans to address while efficiently managing cost.
• Ensures collaboration with internal and external stakeholders to maintain and upgrade various technology platforms and work management systems the lab is responsible for.
• Facilitates employee development. Fosters a positive and productive atmosphere through the proper and effective administration of the Company's personnel policies, performance appraisal, corrective discipline, and security protocols.
• Implements, communicates, and enforces regulatory compliance (i.e., OSHA, ISO, cyber, DEC Inspections, NYS, PHMSA).
• Performs other related tasks and assignments as required.

• Bachelor's Degree and 8 years relevant work experience or
• Master's Degree and 6 years relevant work experience

• Bachelor's Degree Engineering, Science, Architecture, Facilities and 8 years relevant work experience
• Master's Degree Engineering, Science, Architecture, Facilities and 6 years relevant work experience

• Proven ability to handle multiple projects, stay within budget and meet deadlines, required.
• Process driven and familiar with work management/ asset management systems, required.
• Union, management and vendor supervisory experience, required.
• Partnering with others to solve problems, required.
• Energetic and motivated leader who is an effective communicator and team builder, required.
• Knowledgeable of local 1-2 collective bargaining agreement and experience implementing provisions, required.
• Experience in successfully partnering with customers to set expectations, comply with regulations, specifications and procedures, meet safety requirements, and implement company policies, preferred.

• The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
• Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
• Must be able and willing to travel within the Company services territory, as needed.
• Must be able to visit field sites often in all types of weather conditions to oversee and address field conditions for safety,
• compliance and productivity.
• The position may require local and out-of-town travel and representation of the Company with various internal and
• external stakeholders.
