Essential Job Functions:
Create monthly insurance reconciliations using data files. Balances insurance deductions including developing complex Excel spreadsheets that follow all changes from one month to the next. Reconciles all health and dental insurance bills monthly for all active CCPS and ARGS employees. Requests payments and journal entry validation of insurance bills and ensures that payments are made accurately and in a timely manner.
Prepares and submits form VRS 78, retiree health insurance credit and deductions, to VRS to establish check deduction setup. Collects and processes deduction authorization forms monthly.
Maintains and updates the coding system with VRS as required.
Establishes and maintains reconciliation of monthly Virginia Retirement System deductions for retiree health/dental insurance. Reconciles deductions and reports monthly for posting to the general ledger liability accounts. Forwards information on deceased retirees to Benefits office.
Provides data entry validation of retiree insurance in the accounting system.
Provides assistance to retirees with VRS Health Credit Program. Calculates employee and employer portion of insurance premiums and provides retiree with premium cost for reimbursement through VRS. Assists retirees with completion and submission of appropriate forms. Notifies VRS of all health and dental rates as required.
Establishes and maintains insurance files for retirees and COBRA enrolled participants. Processes monthly calculations for new/changes/terminations, ensures proper charges/reimbursement, and communicates with the insured.
Establishes and maintains bill reconciliations for retirees and COBRA participants. Processes monthly bills, journal entry requests, and ensures proper changes are processed in a timely manner. Processes monthly retiree contributions to post to the general ledger and provides information to the Budget office for budget projections and forecasting.
Assist with General Ledger transaction entry and account reconciliation as needed.
Performs other related duties as required.

Report Preparation:
Generates a series of reports as required for Health and Dental Insurance plans for reconciliation and variance purposes against insurance bills. Generates reports for payment comparisons against CCPS retiree’s enrolled in Health and Dental insurance compared to VRS payments and Direct Pays to ensure all premiums are collected.

Must have the ability to sit for extended periods of time; exhibit manual dexterity to dial a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear and understand speech at normal office levels and on the telephone; speak in audible tones so that others may understand clearly; physical agility to bend, stoop, walk and reach overhead.
Work Environment:
While performing the duties of this job, the employee regularly works in an office setting. The noise level in the work environment is quiet to moderate.
Bachelor's degree in accounting, finance, or a related field; experience with insurance billing/accounting preferred.
