Job Description - Senior Budget/Program Analyst

Senior Budget/Program Analyst


 


We are seeking to fill a Senior Budget/Program Analyst position within the USCYBERCOM J8 Directorate, J85 Budget Formulation and Integration Division. This position provides critical support to SNAP‑IT submissions, CIO Integration activities, and analytical tasks associated with Congressional Justification Book (J-Book) development and broader programmatic responsibilities.


 


Position Overview:


The Senior Budget/Program Analyst will serve as a key integrator between USCYBERCOM J8 and the Department of War (DoW) CIO, ensuring accurate, timely, and defensible submissions across multiple CIO‑directed reporting requirements. The role requires exceptional analytical rigor, precision in data handling, and the ability to produce clear, senior‑leader‑ready written products. The contractor must be capable of operating independently, interpreting evolving guidance, identifying inconsistencies, and leveraging modern analytical and AI‑enabled tools to improve accuracy and workflow efficiency.




Core Responsibilities



A. SNAP-IT and CIO Integration


 


The contractor shall:



  • Lead the development and submission of USCYBERCOM’s Select and Native Programming – Information Technology (SNAP-IT) package, including data validation, narrative updates, and compliance with DoW CIO guidance.

  • Prepare BES certification packages supporting OSW Principal Cyber Authority (PCA) Cyberspace Operations Programming Guidance (COPG) Certification and DoW CIO Capability Programming Guidance (CPG).

  • Develop and submit the DoW CIO Budget Estimate Submission (BES) and President’s

  • Budget in SNaP-IT.

  • Review, validate, and update taxonomies; integrate approved taxonomies into

  • USCYBERCOM planning guidance.

  • Provide supporting data and documentation for OSW(PCA) and DoW CIO engagements, including Requests for Information.

  • Update financial and program systems with enacted budget data.

  • Provide analytical support to the Program Objective Memorandum (POM) process.

  • Represent USCYBERCOM J8 at DoW CIO governance forums, including:


 





    • Program and Budget Certification Working Group (PBCWG) – monthly/bi-monthly












      • Data Quality Working Group (DQWG) – weekly/bi-weekly





    B. Analytical and Programmatic Support


     


    The contractor shall support the development of J-Book materials, budget exhibits, financial summaries, and internal program documentation, ensuring all products are accurate, defensible,



    and aligned with senior-leader guidance. This includes creating and maintaining guidance documents, checklists, workflow aids, and other materials that strengthen process consistency, enhance program transparency, and drive continuous improvement across J85’s budget formulation and integration activities.



    Required Competencies



    The contractor shall demonstrate:



    • Advanced analytical skills, including the ability to evaluate IT investment data, identify

    • discrepancies, and ensure alignment with DoW CIO and USCYBERCOM guidance.

    • Exceptional attention to detail, with minimal error tolerance for SNAP-IT and CIO-directed submissions.

    • Strong written communication skills, including the ability to draft impact statements, risk

    • narratives, and decision-quality summaries.

    • Ability to interpret and apply DoW CIO, OMB, OSW(PCA), and USCYBERCOM

    • reporting requirements, including evolving guidance and suspense-driven processes.

    • Independent judgment, with the ability to manage tasks with minimal oversight and proactively resolve ambiguity.

    • Proactive communication, including early identification of risks, delays, or data gaps.



    Technical and Security Requirements


     


    The contractor shall possess:



    • Active TS/SCI clearance with CI Polygraph.

    • Verified experience with the Department of War Planning, Programming, Budgeting, and

    • Execution (PPBE) process.

    • Bachelor’s degree and 10+ years of relevant experience, or equivalent.

    • Demonstrated proficiency in producing clear, coherent, and analytically structured written products.

    • Experience supporting large financial/programmatic portfolios and time-sensitive workflows.

    • Proficiency with Microsoft 365, including Power BI and data-visualization platforms.

    • Experience with:


     





      • SNAP-IT or similar federal IT investment systems

      • BES certification packages and CPG requirements

      • Taxonomy management and integration




     



    • Federal budget formulation and CIO-level reporting cycles

    • Ability to prepare structured data packages with rigorous version control and traceability.

    • Working knowledge of AI-enabled tools (e.g., data-quality automation, document-generation tools, workflow optimization platforms).
