Diverse Agile Solutions (DAS) is seeking an experienced Senior Business Analyst to support a mission-critical modernization initiative for a federal client. This role will be instrumental in replacing and enhancing a legacy examiner workflow system through the implementation of a modern, cloud-based solution leveraging AWS GovCloud services.
The ideal candidate will serve as a key liaison between business stakeholders, product ownership, and Agile development teams to ensure business needs are accurately translated into actionable requirements, user stories, and successful product outcomes.
Project Scope
The Senior Business Analyst will capture, analyze, and manage business requirements while assisting Agile teams with the development and refinement of user stories for an examiner workflow tool. The candidate will collaborate closely with Product Owners, Scrum Teams, and stakeholders to establish a shared understanding of business objectives and ensure successful delivery of application enhancements and new functionality.
The position requires active participation in Agile ceremonies, backlog management activities, and ongoing support of product planning efforts throughout the software development lifecycle.
Key Responsibilities
- Elicit, analyze, document, validate, and manage business and system requirements.
- Collaborate with Product Owners, stakeholders, and development teams to translate business needs into detailed user stories and acceptance criteria.
- Support the modernization of a legacy examiner workflow application utilizing AWS GovCloud services.
- Facilitate backlog refinement sessions and ensure user stories are properly prioritized, estimated, and prepared for development.
- Participate in Agile ceremonies including Sprint Planning, Daily Standups, Sprint Reviews, Retrospectives, and PI Planning activities.
- Assist with release planning, release management, and continuous improvement initiatives.
- Work closely with technical and business teams to ensure alignment between requirements and delivered functionality.
- Analyze business processes and recommend improvements to increase efficiency and effectiveness.
- Maintain project documentation, requirements traceability, and stakeholder communications.
- Support Agile best practices across Scrum, Kanban, and SAFe environments.
Required Qualifications
- Bachelor’s Degree in Business, Computer Science, Information Systems, or a related technical discipline.
- Minimum of 10 years of experience leading projects, business initiatives, or business analysis efforts.
- Minimum of 2 years of IT portfolio management and customer relationship management experience.
- Possess at least one of the following certifications (or equivalent):
- Project Management Professional (PMP)
- PMI Agile Certified Practitioner (PMI-ACP)
- PMI Professional in Business Analysis (PMI-PBA)
- Scaled Agile Framework (SAFe) Certification
- Certified Scrum Master (CSM)
Required Skills & Experience
- Strong verbal and written communication skills, including the ability to communicate effectively with technical and non-technical stakeholders.
- Experience developing writing samples, requirements documentation, user stories, and business process documentation.
- Direct experience supporting AWS GovCloud-based application development projects.
- Demonstrated experience working with both business and technical teams to:
- Elicit requirements
- Analyze business processes
- Define system requirements
- Validate solutions
- Manage requirement lifecycles
- Experience supporting web-based user interface (UI) and data-driven application development initiatives.
- Strong working knowledge of Agile frameworks including:
- Scrum
- Kanban
- Scaled Agile Framework (SAFe)
- Experience creating high-quality user stories with clear acceptance criteria and business value.
- Experience facilitating backlog refinement sessions, sprint planning activities, and PI Planning events.
- Familiarity with release management processes and Agile delivery best practices.
Preferred Qualifications
- Experience supporting federal government technology modernization initiatives.
- Experience working with cloud-native solutions within AWS environments.
- Familiarity with examiner workflow, case management, or business process automation solutions.
- Experience working within highly regulated environments requiring detailed documentation and stakeholder coordination.
Work Environment
This position requires the selected candidate to work onsite five (5) days per week at the client location in downtown Washington, DC. This is not a remote or hybrid opportunity.
