Role Summary


The Senior Finance Director is the finance leader responsible for fiscal integrity, project and program controls, and financial reporting across construction projects and programs in the NY  region. This role partners with project/program leadership, project teams, and corporate stakeholders to manage cash flow, forecasting, compliance, reporting, and financial risk for private, public, and federally funded work, as applicable. The Senior Director of Finance establishes disciplined financial processes that support timely decisions, protect margin, strengthen audit readiness, and ensure accurate project and project/program results.









Responsibilities






Financial Leadership & Strategy 

  • Act as a strategic partner to Project/Program Directors, Regional Leadership, and the CFO, providing insights that drive financial performance and risk mitigation.
  • Establish and enforce financial governance, controls, and reporting standards across all projects and programs.
  • Lead development of short- and long-term financial strategies aligned with business objectives.
  • Drive consistency, scalability, and continuous improvement in financial processes and systems. 

Cash Management & Forecasting 

  • Oversee all aspects of project and program cash management, including receivables, collections, and intercompany transactions.

  • Develop and manage detailed cash flow forecasts incorporating funding cycles, procurement milestones, and project risks.

  • Monitor and mitigate cash exposure related to logistics, long-lead materials, and funding timing.

  • Provide timely, actionable cash position reporting to senior leadership. 

 Project Controls & Financial Oversight 

  • Ensure accuracy and integrity of project financials, including P&L, forecasting, and work-in-place reporting.

  • Challenge and validate key financial assumptions, including productivity, contingency usage, escalation, and claims exposure.

  • Lead risk identification, escalation, and corrective action planning for projects outside performance thresholds. 

 Accounting, Compliance & Reporting 

  • Ensure compliance with GAAP, corporate policies, and funding-source requirements.

  • Oversee financial reporting, audits, and documentation for internal and external stakeholders, including government agencies.

  • Manage project closeout processes, including reconciliation of costs, claims, and contingencies.

  • Maintain expertise in ERP systems (e.g., Oracle) to drive reporting accuracy and efficiency. 

 Program Finance (Public & Federally Funded Work) 

  • Lead financial oversight for complex programs, including FEMA, HUD/CDBG-DR, and other government-funded projects.

  • Ensure government contracting compliance with funding requirements such as cost allowability, labor standards, and audit readiness.

  • Support procurement and contract functions with financial analysis, pricing validation, and risk assessment.

  • Oversee funding draws, reimbursement processes, and supporting documentation. 

 

Team Leadership & Development 

  • Lead and mentor Project Controllers and finance staff, fostering accountability and professional growth.

  • Build organizational capability in construction finance, compliance, and audit readiness within the NY market.

  • Deliver training to operations and finance teams on financial processes, reporting standards, and controls.









Qualifications






  • Bachelor’s degree in Accounting, Finance, or a related field; advanced degree or CPA preferred.
  • 15+ years of related experience with increasing responsibility in construction finance, accounting, or project controls leadership.
  • Demonstrated experience leading finance or accounting for complex construction portfolios.

Technical Expertise 

  • Deep knowledge of construction accounting, project-based financial reporting, and revenue recognition. 
  • Strong proficiency in ERP systems and advanced Excel-based financial modeling.
  • Working knowledge of federal funding compliance (e.g., Davis-Bacon, FEMA, HUD programs).
  • Familiarity with USVI-specific tax and regulatory considerations.

  • Effective communicator with executive presence and stakeholder influence.
  • Proven ability to lead teams, drive accountability, and implement process improvements.
  • Strong risk management mindset with the ability to operate in complex, high-stakes environments. 








Working Conditions






While performing the duties of this job, the employee is regularly required to sit for long periods of time; talk or hear; perform fine motor, hand and finger skills in the use of a keyboard, telephone, or writing. The employee is frequently required to stands; walk; and reach with arms and/or hands. Specific vision abilities include close vision, distance vision, depth perception and the ability to adjust focus. The employee will spend their time in an office environment with a quiet to moderate noise level. Job site walking.

Compensation Information






The expected salary range for this position (Senior Director, Finance) in US-NY-New York is between $193,000 and $270,000 USD.  This represents the typical salary range for this position and is just one component of Suffolk’s total compensation package.  Actual salaries may be based on several factors including, but not limited to, skill set, experience, education and other qualifications.  Suffolk offers a comprehensive benefits package as part of its overall compensation strategy.  Salary ranges may differ by geography and are reviewed regularly to reflect market trends.
