Senior Government Contracts Manager (Strategic Partnerships & Prime Engagement)

We are seeking a Senior Government Contracts Manager to serve as the contracts lead for U.S. government programs and strategic prime contractor engagements. This role will support the full lifecycle of federal opportunities, from early capture, teaming, and proposal strategy through negotiation, award, execution, and post-award administration. The Senior Government Contracts Manager will work closely with government sales, business development, engineering, finance, legal, and program teams to structure deals, allocate risk, manage flow-down obligations, and support compliant execution in a fast-paced defense technology environment.
Capture, Teaming & Prime Engagements
Lead negotiation and structuring of teaming agreements, NDAs, MOUs, strategic partner arrangements, subcontracts, and related pursuit stage agreements with large government primes and strategic partners.
Report to internal teams on subcontracting structures, workshare, exclusivity, flow-down risk, pricing assumptions, and execution feasibility.
Partner with business development early in the pursuit cycle to shape deal strategy, identify contractual risks, and support compliant, competitive responses to RFI/RFQ/RFP/BAA and IDIQ/task-order opportunities.
Support prime/subcontractor relationship strategy, including allocation of responsibilities, deliverables, data rights, customer interface, and flow-down obligations.
Government Contracting Execution
Draft, review, negotiate, and administer government contracts, subcontracts, purchase orders, task orders, amendments, modifications, and related agreements.
Review solicitations, proposal instructions, contract clauses, prime flow-downs, representations and certifications, and customer terms to identify risks, exceptions, and compliance requirements.
Support post-award contract administration, including obligation tracking, deliverable requirements, contract modifications, change management, correspondence, dispute/claim support, closeout, and contract records.
Track and inform internal teams regarding FAR, DFARS, agency supplements, and other federal acquisition requirements applicable to prime and subcontract work.
Understand and communicate government contracting issues including contract types, flow-downs, cost structures, funding, data rights, IP, cybersecurity, supply chain restrictions, small business requirements, OCI, and government contract vehicles.
Coordinate with internal stakeholders on export control, ITAR/EAR, security, facility clearance, customer certification, and controlled information requirements.
Support compliance with applicable representations, certifications, supplier certifications, and internal approval requirements.
Program & Cross-Functional Support
Attend and actively support program reviews, capture meetings, proposal reviews, customer/prime discussions, and internal risk reviews.
Work closely with engineering, finance, supply chain, legal, sales, and program management to align contract terms with technical, operational, financial, and delivery realities.
Process & Capability Building
Improve internal processes for faster review, approval, negotiation, and execution of government and prime agreements.
Maintain accurate contract files, obligation trackers, approval records, and contract management data in company systems.
7+ years of experience in government contracts, subcontracts, contract management, procurement, legal operations, or related roles.
Deep working knowledge of FAR, DFARS, federal contracting practices, and prime/subcontract flow-down structures.
Demonstrated experience negotiating teaming agreements, subcontracts, NDAs, proposal-stage agreements, and strategic partner arrangements with large prime contractors.
Strong understanding of government contract vehicles and procurement processes, including RFP/RFQ/BAA responses, IDIQs, task orders, and common federal contract types.
Experience supporting intelligence, space, satellite communications, aerospace, or other regulated technology programs.
Experience inside a prime contractor, subcontractor, government technology company, aerospace/defense company, or high-growth commercial space company.
Familiarity with ITAR/EAR, export-controlled environments, classified or controlled unclassified information, and facility/personnel security requirements.
Experience with data rights, technical data, software rights, IP licensing, SBIR/STTR data rights, or government-funded technology development.
Experience with contract lifecycle management systems, Salesforce, Deltek/Costpoint, SAP/Ariba, or similar enterprise tools.
Experience with cost-reimbursement, CPFF, FFP, T&M, OTA, IDIQ, BPA, task order, or grant/cooperative agreement structures.
Bachelor’s degree in Business, Finance, Legal Studies, Engineering, Contract Management or a related field.
Kymeta is committed to fair and equitable compensation practices. In the spirit of pay transparency, we have determined the salary range for this position to be $145,000 - $200,000. This is the full base salary range for the role. Hiring at the maximum of the range would be atypical, in order to allow for future and continued salary growth. Compensation packages are based on a variety of factors unique to each candidate, including but not limited to: skill set, years and depth of experience, certifications, and geography. The total compensation package for this position includes an annual target bonus of 10%, stock options, and benefits listed below.
