Summary:
The Senior Manager provides strategic leadership and operational oversight for Ohio’s Early Childhood Central Intake and Referral (CIR) system within the Help Me Grow (HMG) system of supports. This role is responsible for ensuring a seamless, family-centered process for receiving and processing referrals; completing intake; linking families to community-based services and resources; conducting developmental screenings and risk assessments; and delivering consistent, statewide messaging and communication. The Senior Manager builds and maintains strong professional partnerships, leads outreach and community engagement efforts, and oversees marketing and advertising to support awareness of HMG services. The position works closely with the Ohio Department of Children and Youth (DCY), as well as other state and local partners, to ensure the CIR system operates effectively and achieves state goals. This role provides leadership to internal staff and subcontracted agencies and oversees all operational functions, including budgeting, contracting, reporting, professional development, and quality assurance. The Senior Manager ensures full compliance with DCY contract requirements and serves as the primary point of contact for local, regional, state, and national stakeholders. Oversight includes supervision of the ASQ Developmental Screening “Sparkler” system and the CIR work for Family Connects Ohio.
Experience Requirements (Skills, Knowledge, and Abilities) required include:
1) Minimum of eight years of industry experience in health, education, social service, government, or early childhood.
2) Minimum of four years of supervisory experience.
3) Minimum four years of experience with project management.
4) Minimum of four years of experience with managing public funding.
5) Experience leading multi-county/regional/statewide initiatives preferred.
6) Advanced skill level in Microsoft Office applications (i.e., word processing, electronic spreadsheets, databases, and presentation software), email applications, relational databases (FileMaker Pro preferred), and internet usage.
7) Experience with Adobe Acrobat Pro, Power BI, OCHIDS, and EIDS Databases preferred.
8) Team-building skills; organizational and staff development skills.
9) Well-developed analytical and problem-solving skills.
10) Ability to establish and maintain a comprehensive record-keeping system and office procedures.
11) High degree of initiative and independent judgment.
12) Ability to demonstrate high attention to detail and good follow-up skills. Must be self-motivated, proactive, and solution-focused.
13) Ability to express self effectively and concisely, both verbally and in writing.
14) Ability to tactfully and effectively deal with the public and staff in a personable and professional manner.
15) Proven analytical ability to understand data and manipulate it across systems.
Education/License Requirements
Bachelor’s degree in Business Administration, Marketing, Social Services, Public Health, Public Administration, or related field.
Master’s degree preferred.
Valid Ohio Driver’s License and appropriate insurance coverage.
