Senior Specialist - Emergency Support Group

The Senior Specialist supports the Facilities and Field Services (FFS) Emergency Support Group (ESG) by coordinating emergency response logistics, maintaining operational readiness, and providing Incident Command System (ICS) support during corporate and local emergencies. The position is responsible for coordinating emergency resources, logistics personnel, deployment activities, vendor relationships, emergency equipment, and financial controls to ensure effective response capabilities within and outside the service territory. The role also leads innovation and continuous improvement initiatives through the development and implementation of new technologies, system enhancements, and technology-related projects that improve emergency response capabilities, operational efficiency, performance, and organizational excellence. This position requires participation in 24/7 emergency operations, including nights, weekends, holidays, and extended assignments during major system emergencies and mutual assistance events.

• Monitor system conditions, weather forecasts, and operational activities to support ESG-LOCC mobilization and emergency response efforts. Coordinate logistics resources, including staging areas, lodging, base camps, generators, Mobile Command Centers, and other emergency support services.
• Support response, restoration, and mutual assistance operations within and outside the CECONY/ORU service territories, including field deployments with mutual aid restoration crews and participation in Incident Command System (ICS) activities.
• Administer and maintain the Logistics System Emergency Assignment Program, including personnel rosters, call-out lists, contact information, emergency assignments, replacements, and prioritization based on emergency response categories.
• Conduct inspections, readiness assessments, and audits of logistics sites, emergency response equipment, and inventories to ensure operational readiness, regulatory compliance, and emergency preparedness. Manage emergency response assets and support drills, equipment evaluations, and ICS assignments while serving as the primary liaison with ETS on logistics systems.
• Process requisitions, receipts, GOIs, and other procurement activities in Oracle; track emergency-related expenditures; maintain budget controls; and analyze emergency response costs for management reporting.
• Manage vendor agreements and contracts for emergency response services, including lodging, transportation, staging areas, generators, and dry/wet ice, while maintaining relationships with suppliers, government agencies, and external stakeholders.
• Lead section reporting, corrective action tracking, and continuous improvement efforts while driving innovation through technology deployments, systems enhancements, and strategic initiatives. Oversee technology and process improvements, and operational performance to ensure safe, reliable, and efficient service delivery.
• Oversee LOCC operations, records management, and housekeeping programs to ensure regulatory compliance, operational effectiveness, and timely completion of work activities.
• Lead and supervise Union personnel by directing daily operations, setting priorities, assigning work, coordinating resources, and ensuring effective workforce utilization. Perform all supervisory and administrative functions, including employee development, performance management, discipline, and training compliance, while promoting a safe, productive, and customer-focused work environment.

• Master's Degree and at least 3 years of related work experience in an Incident Command Structure or
• Bachelor's Degree and at least 4 years work experience in an Incident Command Structure or
• Associate's Degree and at least 5 years work experience in an Incident Command Structure or
• High School Diploma/GED and at least 7 years work experience in an Incident Command Structure

• Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure

• The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
• Must be able and willing to travel within Company service territory, as needed.
• Must work at field locations in all weather conditions.
• Must work unscheduled off-shift, nights, weekends, and holidays as needed for incident command/emergency response.
• Provide support on-call during off-hours via phone and/or in-person response.
• Respond to mutual aid requests as needed by traveling to other states outside the service territory for mutual aid support for extended periods of time.
• Sit or stand to use/operate computer and office equipment for the duration of the workday.
• The position may require local and out-of-town travel and representation of the Company with various internal and external stakeholders.
