Education and Background
- A Bachelor’s degree in Engineering, Computer Science, Business Management, or a related field. A Master’s degree is preferred.
- A minimum of 10-15 years of experience in Test & Evaluation (T&E) or Program Management within a Federal Government or Department of War (DoW) environment.
- Must possess and be able to maintain an active Top Secret/SCI security clearance with a polygraph.
Key Responsibilities:
- Serve as the central authority directing all Test and Evaluation (T&E) activities across the program portfolio. Synchronize multiple, overlapping test events, manage dynamic schedules, and ensure resource allocation aligns with strategic mission priorities.
- Provide direct leadership and mentorship to a diverse team of subject matter experts, test engineers, cybersecurity analysts. Foster a cohesive and high-performing environment focused on quality execution.
- Serve as the primary operational point of contact for the Government technical representatives. Manage budget execution, labor burn rates, and overall contract performance to ensure compliance and efficiency.
- Act as the strategic interface with senior leadership, Program Management Offices (PMOs), and external mission partners. Translate complex technical findings into actionable, executive-level briefings.
- Proactively identify programmatic, technical, and scheduling risks then develop and implement mitigation strategies. Expertly deconflict critical lab, network, and personnel resources to maintain program velocity.
- Maintain ultimate accountability for the quality, accuracy, and timeliness of all contract deliverables, including recurring activity reports, monthly status summaries, and final test evaluation reports.

Leadership & Management Expertise:
- Mastery of OT&E methodologies, test design, and statistical data analysis.
- Deep, hands-on expertise in Communications Security (COMSEC) protocols, cryptographic equipment, and secure network infrastructure.
- Demonstrated operational experience with modern secure key distribution architectures and cryptographic client nodes.
- Exceptional technical writing skills with a proven track record of authoring highly classified, executive-level operational assessments for senior military and civilian stakeholders.
- Natural leader and mentor capable of managing multi-disciplinary test teams, engineering specialists, and security personnel under high-pressure conditions.
- Operational Requirements:
- Demonstrated experience leading large, multi-disciplinary technical teams and managing complex, multi-faceted Government contracts.
- Expert-level understanding of the Government acquisition lifecycle, developmental and operational testing methodologies, and secure systems evaluation processes.
- Proven ability to manage program financials, schedules, and resources effectively, with experience on Firm-Fixed-Price contracts being highly preferred.
Preferred Skills
- Project Management Professional (PMP) or equivalent acquisition certification (e.g., DAWIA Program Management or T&E Level III).
- Prior experience overseeing test programs within secure, enterprise-level laboratory or Government test facilities.
- Exceptional written and verbal communication skills, with a proven ability to confidently brief senior executive-level leadership.
Working Conditions
- Location: Contractor site with the possibility of up to 40% travel.
- Environment: General office environment. Work is primarily sedentary but may require standing and walking up to 10% of the time. Standard office equipment is available.
- Physical Demands: Medium strength demands, with a maximum lift of 50 lbs. and frequent lifting/carrying of up to 25 lbs.
- Physical Requirements: May involve standing, sitting, walking, repetitive motions, and use of hands/fingers. Occasional stooping, kneeling, crouching, or crawling may be required.
