Shelter Manager

What do we need:

The Manager of Shelter leads the programs offered at People Serving People’s Shelter emergency shelter, a new site to be opened September 7, 2026, which will serve up to 52 families experiencing homelessness. These programs provide for the immediate needs of families experiencing homelessness; partner with families to administer their shelter stays; promote successful shelter outcomes; and work with other departments and service providers to help families resolve their housing crisis. The Shelter Manager makes a direct and daily impact in the lives of families served by People Serving People, and plays a key role in promoting a safe, healthy, trauma-healing and equitable environment at the largest provider of family shelter in Minnesota.

Responsibilities:

• Supervises the department’s daily operations, including coordination with Hennepin County and other key partners to support families receiving shelter services.
• Supervises department coordinators and serves as second-line supervisor for frontline staff. Supervises department recruitment efforts and promotes effective and supportive onboarding of new staff.
• Ensures schedule coverage for program and building needs.
• Ensures department staff receive supportive supervision and development.
• Maintains accurate, detailed, and timely performance records and ensures the completion of training requirements and development plans for department staff.
• Uses understanding of trauma healing, harm reduction, racial equity, and compassionate accountability to collaboratively shape shelter policies and procedures and promote a healthy and safe shelter environment.
• Ensures shelter policies and expectations are effectively communicated to and understood by guests both verbally and in writing, reducing obstacles to shared understanding.
• Ensures the safety of families, staff, and volunteers by working with staff to enforce shelter policies and address challenges before they jeopardize families’ eligibility for shelter, and when necessary rendering decisions on guests’ eligibility to continue their shelter stay.
• Ensures that all department policies are implemented consistently and equitably. 
• Coaches staff to provide friendly, personalized, and dignified service to all guests.
• Provides quality assurance for department documentation and recordkeeping, and ensures data entry into Minnesota’s Homeless Management Information System is timely and accurate.
• Partners with staff, supervisor, and People Serving People’s finance team to develop and execute the department’s annual budget.
• Promotes a positive, collaborative, and empowering working environment for staff across the organization. Nurtures supportive relationships with peers and between staff at all levels.
• Performs other duties as assigned by the Director of Shelter.
• The Shelter Manager supervises the Shelter programs staff.

Pay and Benefits:

• $60,000 - $72,000 salary.
• Full-Time, Monday through Friday, from 9:00 a.m. to 5:00 p.m. Schedule may flex to include some evenings and weekends depending on workflow.

Education Required:

• Bachelor Degree & 3 years’ experience, or
• Associate Degree & 5 years’ experience, or
• GED & 7 years’ experience or equivalent experience in a social services field.

Computer Skills : 

• Highly competent with Microsoft software including Outlook, Word, Excel, and the Office365 suite of applications including Microsoft Teams and SharePoint.
• Experience using Salesforce and the Homeless Management Information System is desired.

Other Qualifications : 

• Able to work on call and respond to emergencies after scheduled hours.
• Experience working with diverse teams and engaging authentically with diverse stakeholders, ideally but not necessarily those who have experienced homelessness.
• Experience developing and executing program budgets. Familiarity with grants and experience using grants to fund priorities is highly desired.
• Must have or be able to obtain within six months opioid reversal training.
• Must have or be able to obtain within six months CPR/AED/First Aid certification.
• Familiarity with the impact of trauma as well as trauma-informed and trauma-responsive practices.
• Experience serving as a member of a leadership group and working on committees or workgroups.
