Location: Portland Tank Repairs Project Site (On-Site)

Project Schedule: Anticipated to begin field activities in January/February 2027, with a Period of Performance (POP) extending through September 2029.

ECC is looking for a Site Superintendent (SS) for the Portland Tank Repairs project. In this position, you will be responsible for overseeing daily construction activities, coordinating subcontractors and project personnel, and ensuring work is performed in accordance with contract requirements, approved plans and specifications, applicable regulations, and project schedules. The Site Superintendent will serve as the primary field leader and coordinate closely with project management, quality control staff, subcontractors, and client representatives. In this position you will:

• Provide on-site leadership and oversight of all construction activities
• Coordinate field operations to ensure work is completed safely, efficiently, and in compliance with project requirements
• Manage subcontractor activities and daily work schedules
• Ensure construction activities comply with contract specifications, approved submittals, and project plans
• Coordinate project resources, equipment, materials, and labor to achieve project objectives
• Work closely with the Quality Control Manager to ensure quality requirements are implemented throughout construction activities
• Participate in project meetings and coordinate with client representatives as required
• Monitor project progress and proactively identify and resolve construction challenges
• Ensure documentation of daily construction activities is completed accurately and in a timely manner
• Coordinate inspections, testing activities, and construction sequencing with project stakeholders
• Support implementation of project safety requirements and company policies
• Perform additional duties as assigned in support of project objectives

Requirements:

• Minimum five (5) years of Site Superintendent experience; up to two (2) years of experience as an Assistant Site Superintendent may be counted toward this requirement
• Qualifying experience must have been obtained within the last ten (10) years
• Experience as a Site Superintendent or Quality Control Manager on similar size and type construction contracts
• Experience with fuels-related major construction trades, including Electrical, Mechanical, Civil, and Coatings work
• Equivalent commercial construction experience may be considered if it includes Electrical, Mechanical, Civil, and Coatings trades
• Strong leadership and team coordination skills
• Ability to effectively communicate with project teams, subcontractors, and client representatives
• Ability to manage multiple construction activities in a fast-paced environment
• Proficiency with Microsoft Office applications and construction management systems
• Education: Bachelor's degree in Engineering, Construction Management, or a related field preferred. A degree in Engineering, Construction Management, or an applicable project-related field may be substituted for up to two (2) years of the required experience

Required Certifications:

• Must meet the Site Superintendent qualification requirements identified in UFGS 01 30 00
• Required certifications/licenses shall be maintained throughout the Period of Performance (POP) in accordance with UFGS 01 30 00 requirements

Preferred Qualifications:

• Previous experience on Department of Defense construction projects
• Experience managing fuels-related construction projects
• Experience with fuel storage tank repair, rehabilitation, or maintenance projects
• Familiarity with USACE and NAVFAC construction standards
• Experience coordinating multiple subcontractors on complex construction projects

ECC targeted base salary range is $125,000 to $130,000 annually. 

Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
