The Staffing & Compliance Manager will oversee workforce development, recruitment strategy, retention initiatives, and regulatory compliance at Lutherwood Residential Treatment Center on the east side of Indianapolis, IN. This highly visible leadership role combines talent acquisition, workforce planning, compliance oversight, and team development to ensure we attract, retain, and support the talented professionals who help fulfill our mission every day. 
The Staffing & Compliance Manager will:

• Lead recruiting, onboarding, and compliance teams supporting Behavioral Health services.
   
• Develop workforce pipeline strategies through partnerships with schools, community organizations, and professional networks.
   
• Drive recruitment and retention initiatives to attract and retain top talent.
   
• Ensure compliance with DCS licensure requirements, accreditation standards, and personnel file regulations.
   
• Collaborate with HR, Learning & Development, Quality, and operational leaders to support workforce planning and regulatory readiness.
   
• Monitor compliance, training, and workforce metrics to identify opportunities for improvement.
   
• Represent Community Health Network at networking events, job fairs, and community outreach activities.
   
• Support organizational growth by building strong relationships internally and throughout the community.

Exceptional Skills and Qualifications
Applicants for this position are strategic and collaborative leaders who can balance workforce planning, compliance management, and employee deployment while building strong internal and external partnerships. 
 

• Bachelor’s Degree is required.
   
• Master’s Degree is preferred. 
   
• Five (5) or more years of experience in human resources that includes talent acquisition/recruiting, regulatory compliance, risk mitigation, staff and business development, as well as networking is required. 
   
• Strong leadership and team development capabilities
   
• Expertise in recruitment, workforce planning, and talent pipeline development
   
• Knowledge of regulatory and accreditation standards
   
• Excellent organizational and project management skills
   
• Strong analytical and problem-solving abilities
   
• Exceptional communication and relationship-building skills
   
• Ability to influence and collaborate across all levels of the organization
   
• Experience navigating complex, matrixed environments
