The Program / Department / Team

Prosper Global is implementing a three-year Department of State-funded project called Strengthening Caribbean Economic Growth (SCEG) aimed at improving employability and entrepreneurship across the Caribbean. To achieve this, Mercy Corps will provide small grants to 12 local organizations across the region as well as provide recipients with capacity building and learning opportunities: Antigua and Barbuda, Barbados, The Bahamas, Dominica, Grenada, Dominican Republic, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the 5 Grenadines, Suriname, and Trinidad and Tobago.

The Position

Working in the Finance Department under the direction of the Finance Manager, the Subawards Compliance Finance Officer is responsible for monitoring partners actual expenditure is in line with the agreed award and works with sub-awardees to review their due diligence and financial reporting, to ensure the projects are being implemented with minimal risk.

Essential Responsibilities

SUBAWARD MANAGEMENT

• Responsible for the review of subrecipient budgets and budget narratives for completeness, as well as financial supporting documentation, accounting records, and expenditures to verify reasonableness, allowability, allocability and overall cost realism in compliance with MC and donor budget requirements.
• Review pre-award due diligence assessments of prospective subrecipients are conducted in accordance with the Mercy Corps Subaward Policy and Procedures (SPP) and donor requirements. 
• Recommend appropriate risk mitigation measures, including the incorporation of special award conditions, to the subgrant agreement and/or monitoring plan to lessen financial and compliance risks.
• Review sub-award modifications by reviewing partner budget modification templates.
• Prepare Financial Monitoring Reports, document findings, communicate recommendations, and monitor implementation of corrective action plans until resolution.
• Review subrecipient fund requests and liquidation reports to verify supporting documentation including programmatic requirements are met.
• Prior to subaward close-out, conduct final financial reconciliation of subawards, ensuring all expenditures have been properly reported, liquidated, and reconciled prior to close-out and all requirements of the subaward agreement have been met and that subaward funds have been properly settled, respective reporting documentation and project-related documentation is documented and filed on the Share Point in full.
• Maintain complete, organized, and audit-ready subaward financial files throughout the entire subaward life cycle in accordance with the MC subaward Manual and Field Finance Manual.

SUBAWARD CAPACITY DEVELOPMENT

• Develop subrecipient monitoring plans, conduct financial monitoring and prepare financial monitoring visit reports.
• Provide on-going training and support to subrecipients in Mercy Corps subaward financial management procedures and assist in conducting formal subrecipients training workshops and “kick-off” meetings prior to subaward implementation.
• Conduct partner visits as required by the financial monitoring plan to evaluate subrecipients financial management systems, internal controls, supporting documentation, procurement practices, cash management, and compliance with applicable donor regulations.
• Review partner policies and suggest improvements.
• Draft guidelines for partner organizational management, specific to each grant.

Accountability

• Report directly to: Finance Manager
• Works directly with: Resilient Communities Program Manager, Finance Officer, MCG Compliance Teams, other International Finance staff.

Minimum Qualification and Transferable Skills

• Prior experience in finance, procurement, operations, or any organizational field is preferred.
• A university degree in finance, accounting or other fields is preferred
• Basic computer skills in MS Office programs, particularly Excel and Word
• Ability to work effectively with an ethnically diverse team in a sensitive environment. 
• Willingness to learn and adapt.
• Fluent verbal and written English skills required, working proficiency in verbal Spanish .
• Ability to work effectively with an ethnically diverse team in a sensitive environment.

Living Conditions / Environmental Conditions

The position is based in Colombia or Puerto Rico and it requires up occasional travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
