The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. The Fire Department, City of New York (FDNY), seeks a full-time Supervisor, Talent Acquisition in the Bureau of Human Resources. The Bureau of Human Resources aims to provide employment services and resources to internal and external customers in a courteous, professional and accessible manner. Reporting directly to the Deputy Director of Talent Acquisition, to support a high-volume agency with a workforce of over 17,000 members and over 900 hires annually. The successful candidate will assist in managing the day-to-day operations of the HR Talent Acquisition Unit and ensure compliance with applicable guidelines, policies and procedures. Responsibilities include, but are not limited to:
-Supervise full life cycle recruitment (post, source, prescreen, schedule interviews, background, references, offer, and keeping up with onboarding etc.)
-Assist the Deputy Director of Talent with the development of appropriate marketing strategies, define roles and responsibilities of hiring team to ensure an effective and efficient recruitment life cycle while minimizing cost-per-hire.
-Develop spreadsheets to track multiple pending actions with associated task lists, costs, responsible parties and completion dates.
-Provide research and analysis of appropriate salaries for all agency job postings and determine salary analysis and review for new hires and current employees.
-Oversee the processing of PARS (Personnel Action Requests) based on justifications and title specifications.
-Assist with overseeing employee transactions and job offers and blanket PARS for OMB approvals.
-Serve as the Liaison with Budget Services and Payroll Management bureaus regarding HR related matters.
-Analyze HR related information and personnel transactions/data/requests for accuracy and completeness for OMB approval.
-Verify and assist with approving all actions via NYCAPS as the HR Manager approver.
-Prepare vacancy reports as required, including bi-weekly pending OMB approval report

Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
