Facilities Department

Current Starting Salary Range: $63,432 - $72,947

Salary Grade Range as of October 1, 2025: $73,270 -$109,906

Full Time, Non-Exempt

Under limited supervision, plans, assigns, and reviews work of employees who operate, repair and maintain the terminal Chiller Plant and all HVAC systems and controls, to include all Authority-owned buildings’ HVAC/R systems.

MINIMUM QUALIFICATIONS:

High School Diploma or GED.

Six years commensurate journeyman level trades experience of which at least two years were in a supervisory capacity overseeing multi-faceted tradesmen. Strong background in HVAC and plant operation, controls, electronic systems and industrial electrical systems.

Licenses and Certifications:

Valid Florida Driver License, or must obtain within 30 days of employment, and good driving record.

EPA Universal Refrigerant Transition Certification.

JOB TITLE: Supervisor, HVAC

REPORTS TO: Director, Facilities

JOB SUMMARY

Under limited supervision, plans, assigns, and reviews work of employees who operate, repair and maintain the terminal Chiller Plant and all HVAC systems and controls, to include all Authority-owned buildings’ HVAC/R systems.

JOB RESPONSIBILITIES

Essential Job Responsibilities:

Supervises, coordinates, plans, and assigns work to skilled and semiskilled employees who perform activities which include, but are not limited to chiller plant operation, HVAC systems/equipment maintenance and replacements. Variable Frequency Drive programming, maintenance and replacements. Cooling tower maintenance and repairs, along with monitoring water treatment system for chiller plant. Maintains terminal waterfall water pumps, valves and piping as well as water treatment system.

Supervises, designs, assigns work and checks work related to preventive maintenance programs in accordance with a computer-generated timetable for all groups supervised.

Monitors and initiates actions to maintain Airport facilities and related systems in accordance with recognized trade standards and federal and state regulations.

Conducts field inspections. Analyzes terminal facility, to include HVAC. Requests work orders for repairs as needed. Upon completion of repairs, conducts a quality control inspection and accepts or rejects the finished work.

Responsible for overseeing employee compliance with safety procedures.

Provides input regarding hiring, termination, and discipline of assigned employees.

Conducts performance evaluations.

Reviews and approves employees' time for payroll purposes, uses ADP system for time entry.

Estimates time and manpower needed for proposed jobs. Assigns employees and maintains records of manpower and materials used on each job through a work order system.

Responsible for overseeing employee maintenance of tools, equipment, and materials for the related groups supervised. Orders needed materials and makes recommendations on needed tools or software.

Other Related Responsibilities:

Assists in developing an operating and capital budget for HVAC group of the Facilities Department.

Recommends cost saving procedures and monitors adherence to budgetary constraints.

As appropriate, coordinates work with outside vendors when equipment or services are needed. Makes recommendations regarding technical specification for goods, services, or equipment to be purchased.

Develops long range maintenance goals and plans for HVAC group.

Provides contractually defined assistance to concessionaires and management agents.

Trains staff to be familiar with other department and/or group job functions (cross trains staff). Coordinates with management the assignment of staff to other areas of the Facilities Department on an as needed basis.

Performs other related duties as required.

MATERIALS AND EQUIPMENT USED

Computer, Radio, Testers, Lift and Safety Manuals, Other HVAC / Electronics Related Equipment. Electrical meters.

QUALIFICATIONS REQUIRED

Education and Experience:

High School Diploma or GED.

Knowledge of HVAC, electrical, electronic, controls and other related systems.

Knowledge of tools, test equipment, materials, and practices of related skilled areas.

Ability to keep records and prepare reports.

Ability to communicate clearly and effectively, both oral and written.

Ability to understand and implement oral and written instructions.

Ability to analyze problems and make appropriate decisions.

Ability to plan, organize and direct and / or supervise staff functions.

Ability to read and interpret blueprints and schematics.

Physical Requirements:

A Supervisor, HVAC periodically provides hands-on work as necessary. Therefore, the Supervisor, HVAC must be physically fit to assist staff in performing tasks and operating a variety of specialized equipment. The Supervisor, HVAC is responsible for complying with and for overseeing employee compliance with safety rules, procedures, and regulations. Day and night shift work schedules are required.

Mental Requirements:

A Supervisor, HVAC is responsible for planning, assigning, and reviewing the work of employees who maintain the airport terminal facilities and systems, and related equipment in a safe and reliable operating condition.

Environmental Requirements:

Majority of day is spent planning and assigning employees to specific projects and conducting work inspections, inside and out-of-doors, either walking or driving. Hands-on work is also required. Day and night shift work schedules required. Ability to work in a HVAC chiller plant environment.
