Program Mission 

To recognize and meet the distinctive needs of youth who are experiencing homelessness by providing shelter, case management, life skills training, connection to community services, and resources with the ultimate goal of assisting all clients in obtaining safe and stable housing. 

Position Summary

The Support Services Supervisor is responsible for training, supervising, and providing daily program oversight to a team of shelter case managers, who deliver consistent, individualized, and comprehensive services to clients. This role ensures that each youth entering the Youth Resource Center completes an intake and Case Plan that provides a structured roadmap toward stable housing. The supervisor ensures data collection accuracy, promotes cross-team collaboration, and upholds culturally competent service delivery, all while fostering safe and a supportive environment for clients and staff in alignment with licensing, agency, and contract standards. 

Essential Duties 

• Provide direct supervision, hiring, training, and ongoing evaluation to the team of shelter case managers. 
• Oversee and ensure the completion of intakes for youth entering the YRC, ensuring accuracy and thorough assessment of needs, including diversion services. 
• Develop and implement service strategies that support youth in achieving housing stability and self-sufficiency.
• Ensure that each client has a completed case plan focused on individualized, strength-based, and achievable goals that support their transition into stable housing based on each client’s unique needs and barriers. 
• Communicate effectively with community partners, internal teams, agency donors, and client family members to coordinate efficient access to community resources.
• Manage staff schedules to ensure adequate coverage and supervision, including contingency planning for staff absences. 
• Regularly review the services offered at the Youth Resource Center, adapting current programing or developing new ones as emerging needs arise.
• Assist the Program Director in analyzing program data, adjusting the scope and direction of the program as needed to improve efficiency and increase positive outcomes.
• Work closely with the Program Director to oversee program implementation, monitor performance, and ensure consistent reporting of program outcomes.
• Lead weekly meetings and staffing's with Supportive Services team.
• Attend work as scheduled and arrive at the designated time.
• Monitor case management documentation for quality and compliance with HMIS standards, Coordinated Entry requirements, Agency policies, and Licensing and Contractual obligations.
• Demonstrate genuine empathy, cultural competency, and understanding of client challenges while maintaining professional boundaries
• Complete payroll, receipt coding, and pay-related functions in a timely manner.
• Participate in the Management On-Call Schedule.
• Contribute to Volunteers of America, Utah management activities, including management meetings, leadership activities, and agency initiatives

Qualifications

High school diploma or equivalent required and 2 years of social services or homelessness-related experience or any combination of education, experience, and training which provides the following knowledge, skills and abilities:

• Direct experience working with individuals experiencing homelessness, particularly youth.
• At least 2 years of supervisory and administrative experience in a youth or social service setting, preferably involving shelter case management and diversion services.
• Strong knowledge of mental health and substance use disorder treatment best practices
• In-depth understanding of Housing First philosophy, Motivational Interviewing techniques, and Trauma-Informed Care principles, with the ability to operationalize them within an emergency shelter and diversion services for youth.
• Ability to uphold professional boundaries, confidentiality regulations, agency policies and procedures, and interact in a professional manner with a diverse workforce, clients, and the public.
• Willingness to accept supervision and direction.
• If driving is a part of the job, must be at least 21 years of age, possess a current driver’s license, have a good driving record, and be insurable on the agency liability policy. 
• Must be able to pass Utah-DHS – Office of Licensing background screening and pre-employment drug screen. 

Physical Demands

• Ability to lift and carry 25 lbs. 
• Ability to move around the facility, interacting with clients for extended periods.
• Work is generally performed in an office environment. May entail using a computer for extended periods of time.
