Position Summary:


Under the supervision of Technical Services Manager, supervise technical services personnel and administer software and hardware support, installation, configuration and development of all desktop and client and server applications and hardware utilized by the Saginaw Chippewa Indian Tribal Government Operations and Business Enterprises.



Essential Duties and Responsibilities:



  • Monitor and report the health and welfare of all core and business critical applications.

  • Supervise advanced hardware and software support in the complex troubleshooting of all desktop operating systems, office suites, client/server applications, and the connectivity of such.

  • Assist in evaluating the needs analysis of various departments and user groups for the development of all service level agreements particularly, vendor-supplied applications.

  • Assist in the evaluating, integrating and testing new software and upgrade existing software into the production environment as part of the continuation of the support services process.

  • Supervise the operating system image and deployment of all computer workstations utilized by the tribe.

  • Supervise the documentation, identification, prioritization, and resolution of all reported issues.

  • Supervise the preventative maintenance of all computer hardware and software utilized by all tribal enterprises.

  • Supervise Call Center, remote and all on-site field support as required.

  • Provide Layer 1 and Layer 2 Application, Network, System and Telecom Support for all tribal enterprises when required.

  • Supervise all service level standards.

  • Assist in the development, maintenance and integrity of Service Desk client and server application.

  • Assist in the daily and long-term strategic management of all software and technology-related hardware for all Tribal Enterprises.

  • Assist in developing and maintaining procurement strategies to optimize technology spend across all Tribal Enterprises.

  • Assist in minimizing organizational cost through technology product standardization and tracking.

  • Assist in the development and implementation procedures for tracking all Tribal Enterprise technology related assets to oversee quality control throughout their lifecycles.

  • Assist in improving the efficiency and effectiveness of the incident management process within the ITIL framework.

  • Monitor the effectiveness of incident management and assist in making recommendations for technology system improvement.

  • Supervise high and critical level incidents to ensure timely completion.

  • Assist in the development of the support services budget.

  • Assist in the development of support services policies and procedures.

  • Proactively search for and resolve potential risks, weaknesses and possible problem areas across the tribal systems.

  • Study trends concerning new hardware and software, equipment failures, inconsistencies and security concerns.

  • Effectively present technical information and respond to questions from groups of managers, vendors, customers, users and the general public.

  • Supervise and mentor employees, through career path development, positive reinforcement, evaluations, and disciplinary actions.

  • Read, analyze, and interpret technical and general business periodicals, professional journals, technical procedures and regulations.

  • Supervise shift coverage.

  • Work with IT Management team on disaster recovery procedures.

  • Lead special projects as assigned.

  • Assist in setting clear objectives, evaluating progress and instilling a high performance culture with focus on team work, service excellence and ownership for resolving customer issues.

  • Remain aware of new product developments in the area of technology and assist in providing input and tactical direction to the enterprise on customer service and support challenges.

  • Ensure timely and thorough completion or resolution of high-profile and/or time-sensitive projects and issues, as instructed by the Technical Services Manager, Director or Assistant Director of Technology.

  • Serve as point of escalation to IT staff in troubleshooting, changes, and enhancements to desktop systems, including but not limited to: desktop deployment package creation and administration, user applications, and departmental printing and copy solutions.

  • Adhere to employee confidentiality and comply with department policies and federal regulations under the Privacy rules of the Health Insurance Portability and Accountability Act (HIPAA).

  • Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.

  • Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Contacts/Purpose of Contacts:



  • Contact with managers, supervisors and end users within the Saginaw Chippewa Indian Tribal Operations and Business Enterprises as well as third party sales, technical support, engineers, consultants, and analysts.

Minimum Qualifications:



  • Bachelor`s degree in Information Technology, Computer Science, or related field. AND Three years` experience in IT helpdesk or support. OR

  • Five years SCIT Information Technology Experience AND One of the following certifications:

    • Microsoft IT Support Professional or 365 Certification

    • Comp TIA A+ Certification

    • Comp TIA N+ Certification



  • One year IT supervisory, mentoring capacity.

  • An equivalent combination of education and directly related experience may be considered.

  • Must have comprehensive experience in application and network security concepts.

  • Must be able to work various shifts.

  • Must be able to obtain and maintain a gaming license to meet the employment eligibility requirements as they pertain to the position.



License, Certification, or Special Requirements:



  • HIPAA certification must be completed within 30 days of hire.

  • Must have a valid Michigan Driver`s License and must be able to obtain and maintain a Tribal Driver`s License and qualify for coverage by SCIT auto liability insurance carrier.

  • Native American preference shall apply to all positions.



Knowledge, Skills, and Abilities:



  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.

  • Knowledge of software interfaces and integration.

  • Knowledge of software upgrades, installation and implementation.

  • Knowledge and understanding of all IT Asset Management Processes.

  • Knowledge of the ITIL Framework as it applies to Service Level processes, Service Desk Management and Incident and Problem resolution.

  • Knowledge of MIS and IT concepts, principles, and practices; computer operations and user environments; and enterprise applications.

  • Knowledge of federal copyright laws as they pertain to the use of computer software.

  • Knowledge of current technological developments/trends in area of expertise.

  • Skill in organizing resources and establishing priorities.

  • Skill in the use of computers, preferably in a PC, Windows-based operating environment.

  • Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.

  • Skill in supervising, training, and evaluating assigned staff.

  • Skill in organizing resources and establishing priorities.

  • Skill in preparing, reviewing, and analyzing operational and technical reports and manuals.

  • Ability to design, develop, and implement integrated software systems solutions to organizational requirements.

  • Ability to develop and write systems and applications documentation and guides for users.

  • Ability to provide a range of systems training and support activities for users.

  • Ability to communicate effectively both verbally and in writing.

  • Ability to make solid decisions and exercise independent judgment.

  • Ability to prepare accurate, complete and legible reports and present detailed, accurate and objective oral presentations.

  • Ability to work independently and meet strict time lines.



Physical Demands:



  • Frequent use of hands, wrists, fingers associated with computer equipment.

  • Required to sit for extended periods of time.

  • Occasionally required to stand and walk and reach with arms and hands.

  • Required to climb ladders, access above and below desks, server and network equipment racks required, operating video cameras and/or other multimedia equipment for extended periods of time in a wide array of environmental conditions.

  • Required to squeeze hands and body into confined spaces.

  • Normal visual acuity, ability to talk and hear.

  • Frequently lift and/or move up to 50 pounds.



Work Environment:



  • Normal work environment.

  • May encounter high noise levels, dust and second-hand smoke.

  • Extended hours and irregular shifts may be required.
